GOVERNMENT OF THE HEBREWS. The posterity of Jacob, while remaining in Egypt, maintained, notwithstanding the augmentation of their numbers, that patriarchal form of government which is so prevalent among the nomades. Every father of a family exercised a father's authority over those of his own household. Every tribe obeyed its own prince, ????, who was originally the first-born of the founder of the tribe, but who, in process of time, appears to have been elected. As the people increased in numbers, various heads of families united together, and selected some individual from their own body, who was somewhat distinguished, for their leader. Perhaps the choice was made merely by tacit consent; and, without giving him the title of ruler in form, they were willing, while convinced of his virtues, to render submission to his will. Such a union of families was denominated "the house of the father;" and "the house of the father of the families," Nu 3:24,30,35. In other instances, although the number varied, being sometimes more and sometimes less than a thousand, it was denominated, ???? ?????, a thousand. "Now therefore present yourselves before the Lord by your tribes, and by your thousands;" "the thousands of Judah;" "the thousands of Israel," &c, 1Sa 10:19; 23:23; Jg 6:15; Nu 26:5-50. The heads of these united families were designated "heads of thousands," Nu 1:16; 10:4. They held themselves in subjection to the "princes of the tribes." Both the princes and heads of families are mentioned under the common names of ?????, seniors or senators, and ????? ???? heads of tribes. Following the law of reason, and the rules established by custom, they governed with a paternal authority the tribes and united families; and, while they left the minor concerns to the heads of individual families, aimed to superintend and promote the best interests of the community generally. Originally, it fell to the princes of the tribes themselves to keep genealogical tables: subsequently, they employed scribes especially for this purpose, who, in the progress of time, acquired so great authority, that under the name of ??????, translated, in the English version, officers, they were permitted to exercise a share in the government of the nation. It was by magistrates of this description that the Hebrews were governed while they remained in Egypt; and the Egyptian kings made no objection to it, Ex 3:16; 5:1,14-15,19.
2. The posterity of Abraham, Isaac, and Jacob were set apart and destined to the great object of preserving and transmitting the true religion, Ge 18:16-20; 17:9-14; 12:3; 22:18; 28:14. Having increased in numbers, it appeared very evident that they could not live among nations given to idolatry without running the hazard of becoming infected with the same evil. They were, therefore, in the providence of God, assigned to a particular country, the extent of which was so small, that they were obliged, if they would live independently of other nations, to give up in a great measure the life of shepherds, and devote themselves to agriculture. Farther: very many of the Hebrews during their residence in Egypt had fallen into idolatrous habits. These were to be brought back again to the knowledge of the true God, and all were to be excited to engage in those undertakings which should be found necessary for the support of the true religion. All the Mosaic institutions aim at the accomplishment of these objects. The fundamental principle, therefore, of those institutions was this,

And Jehovah said to Moses, If her father had but spit in her face, should she not be ashamed seven days? Let her be shut out from the camp seven days, and after that let her be received. And they went out into the fields and gathered their vineyards and trod the grapes, and made merry, and went into the house of their god, and ate and drank, and cursed Abimelech. And Gaal the son of Ebed said, Who is Abimelech, and who is Shechem, that we should serve him? Is he not the son of Jerubbaal, and Zebul his officer? Serve the men of Hamor the father of Shechem: for why should we serve him? And I wish this people were under my hand! Then I would remove Abimelech. And he said to Abimelech, Increase your army, and come out! And Zebul the ruler of the city heard the words of Gaal the son of Ebed, and his anger was kindled. And he sent messengers to Abimelech secretly, saying, Behold, Gaal the son of Ebed and his brothers have come to Shechem. And behold, they fortify the city against you. And now come up by night, you and the people with you, and lie in wait in the field. And it shall be in the morning, as soon as the sun is up, it shall be that you shall rise early and set upon the city. And behold, when he and the people who are with him come out against you, you may do to them as you desire. And Abimelech rose up by night, and all the people with him, and they lay in wait against Shechem in four companies. And Gaal the son of Ebed went out and stood in the entrance of the gate of the city. And Abimelech rose up, and the people with him, from lying in wait. And when Gaal saw the people, he said to Zebul, Behold, people are coming down from the top of the mountains. And Zebul said to him, You are seeing the shadow of the mountains like men. And Gaal spoke again and said, See, people are coming by the middle of the land, and another company coming along by way of the Sorcerers' Oak. And Zebul said to him, Where is your mouth now, with which you said, Who is Abimelech, that we should serve him? Is not this the people whom you have despised? I pray you, go out now and fight with them. And Gaal went out before the men of Shechem, and fought with Abimelech. And Abimelech chased him, and he fled before him, and many were overthrown and wounded, to the entrance of the gate. And Abimelech lived at Arumah. And Zebul put Gaal and his brothers out, so that they should not live in Shechem. And it happened on the next day the people went out into the field. And they told Abimelech. And he took the people and divided them into three companies, and lay in wait in the field. And they looked, and behold, the people came forth out of the city. And he rose up against them, and struck them. And Abimelech and the company with him rushed forward and stood in the entrance of the gate of the city. And the two companies ran upon all the people in the field, and killed them. And Abimelech fought against the city all that day. And he took the city and killed the people in it. And he beat down the city and sowed it with salt. And all the men of the tower of Shechem heard, and entered into a stronghold of the house of the god Berith.
Now Jephthah, the Gileadite, was a mighty man of war. And he was the son of a harlot. And Gilead fathered Jephthah. And Gilead's wife bore him sons. And his wife's sons grew up, and they threw Jephthah out and said to him, You shall not inherit in our father's house. For you are the son of another woman. read more. Then Jephthah fled from his brothers and lived in the land of Tob. And worthless men were gathered to Jephthah, and went out with him. And it happened after some time the sons of Ammon made war against Israel. And when the sons of Ammon made war against Israel, the elders of Gilead went to bring Jephthah out of the land of Tob.

And the elders of Gilead said to Jephthah, Jehovah is witness between us if we do not do so according to your word. And Jephthah went with the elders of Gilead, and the people made him head and commander over them. And Jephthah uttered all his words before Jehovah in Mizpeh.
Then all the sons of Israel went out, and the congregation was gathered together as one man, from Dan even to Beer-sheba, with the land of Gilead, to Jehovah in Mizpeh.
And every man of Israel was gathered against the city, all together as one man. And the tribes of Israel sent men through all the tribe of Benjamin saying, What wickedness is this that is done among you? read more. Now, therefore, deliver the men, the sons of Belial, who are in Gibeah, so that we may put them to death and put away evil from Israel. But Benjamin would not listen to the voice of their brothers, the sons of Israel. And the sons of Benjamin gathered out of the cities to Gibeah, to go out to battle against the sons of Israel. And the sons of Benjamin were numbered on that day out of the cities twenty-six thousand men who drew sword, besides the inhabitants of Gibeah, who were numbered seven hundred chosen men. Among all this people were seven hundred chosen men, left-handed. Every one could sling stones at a hair's breadth, and not miss. And the men of Israel, besides Benjamin, were numbered four hundred thousand men who drew sword. All these were men of war. And the sons of Israel rose and went up to the house of God and asked counsel of God, and said, Which of us shall go up first to the battle against the sons of Benjamin? And Jehovah said, Judah first.

And Benjamin went forth to meet them again from Gibeah the second day and again destroyed to the earth eighteen thousand men of the sons of Israel. All these drew the sword. And all the sons of Israel, and all the people, went up and came into the house of God, and wept, and sat there before Jehovah and fasted that day until evening, and offered burnt offerings and peace offerings before Jehovah. And all the men of Israel rose up out of their place and marshalled at Baal-tamar. And the ambush of Israel broke forth from their place, from the plains of Gibeah. And there came against Gibeah ten thousand chosen men out of all Israel, and the battle was heavy. But they did not know that evil was near them. And Jehovah struck Benjamin before Israel. And the sons of Israel destroyed in Benjamin twenty-five thousand and a hundred men that day. All these drew the sword. So the sons of Benjamin saw that they were beaten. For the men of Israel gave place to Benjamin because they trusted to the ambush which they had set against Gibeah. And the ambush hurried and rushed against Gibeah. And the ambush marched and struck all the city with the edge of the sword. And a sign was set between the men of Israel and the ambush, to cause to go up a great smoke rising up from the city. And when the men of Israel retired in the battle, Benjamin began to strike and kill of the men of Israel about thirty persons. For they said, Surely they are stricken down before us as in the first battle. And the rising of a pillar of smoke began to go up out of the city. And Benjamin turned behind them, and behold, the whole city had gone up toward the heavens. And the men of Israel turned again, and the men of Benjamin were amazed. For they saw that evil had touched them. And they turned before the men of Israel, to the way of the wilderness. But the battle overtook them. And those who came out of the cities they destroyed in the midst of them. They encircled Benjamin and they chased them without rest, and trod them down until they were against Gibeah toward the sunrise. And there fell from Benjamin eighteen thousand. All these were men of war. And they turned and fled toward the wilderness to the rock of Rimmon. And they gleaned of them in the highways five thousand men, and pursued hard after them to Gidom and killed two thousand men of them. So that all who fell that day of Benjamin were twenty-five thousand men who drew the sword. All of these were men of war.
And Jehovah said to Samuel, Listen to the voice of the people in all that they say to you. For they have not rejected you, but they have rejected Me, that I should not reign over them.
And we shall be, also we, like all the nations, so that our king may judge us and go out before us and fight our battles.
And Samuel called the people together to Jehovah to Mizpeh. And he said to the sons of Israel, So says Jehovah, the God of Israel, I brought up Israel out of Egypt, and delivered you out of the hand of the Egyptians, and out of the hand of all kingdoms, of those who oppressed you. read more. And they inquired of Jehovah further, Has the man yet come here? And Jehovah answered, Behold, he is hiding himself among the baggage. And they ran and brought him from there. And when he stood among the people, he was taller than all of the people from the shoulders and upward. And Samuel said to all the people, Do you see him whom Jehovah has chosen, that there is none like him among all the people? And all the people shouted, and said, Let the king live!
Then Samuel said to the people, Come and let us go to Gilgal and renew the kingdom there. And all the people went to Gilgal, and made Saul king before Jehovah in Gilgal, and there they sacrificed sacrifices of peace offerings before Jehovah. And there Saul and all the men of Israel rejoiced greatly.
If you will fear Jehovah, and serve Him, and listen to His voice, and not rebel against the command of Jehovah, then both you and also the king who reigns over you shall continue following Jehovah your God. But if you will not listen to the voice of Jehovah, but rebel against the command of Jehovah, then the hand of Jehovah shall be against you as it was against your fathers.
And Samuel said to the people, Do not fear. You have done all this wickedness. Yet do not turn aside from following Jehovah, but serve Jehovah with all your heart. And do not turn aside to go after vanities, which cannot profit nor deliver. For they are vain. read more. For Jehovah will not forsake His people for His great name's sake, because it has pleased Jehovah to make you His people.
Only fear Jehovah, and serve Him in truth with all your heart. For consider what great things He has done for you. But if you shall still do wickedly, both you and your king, will be swept away.
And the Philistines gathered to fight with Israel, thirty thousand chariots, and six thousand horsemen, and people like the sand on the seashore in multitude. And they came up and pitched in Michmash, eastward from Beth-aven. And the men of Israel saw that they were in a tight place (for the people were distressed). And it happened as soon as he had made an end of offering the burnt offering, behold, Samuel came. And Saul went out to meet him and to kneel to him. And Samuel said, What have you done? And Saul said, Because I saw that the people were scattered from me, and you did not come in the days appointed, and the Philistines gathered themselves at Michmash, and I said, The Philistines will come down now on me to Gilgal, and I have not made supplication to Jehovah. And I forced myself and offered a burnt offering. And Samuel said to Saul, You have done foolishly. You have not kept the commandment of Jehovah your God, which He commanded you. For now Jehovah would have established your kingdom on Israel forever. But now your kingdom shall not stand. Jehovah has sought Him a man after His own heart, and Jehovah has appointed him to be leader over His people, because you have not kept what Jehovah commanded you.
And Samuel said to Saul, Jehovah sent me to anoint you to be king over His people, over Israel. And now listen to the voice of the words of Jehovah. So says Jehovah of Hosts, I will visit Amalek with what he did to Israel, how he set against him in the way when he came up from Egypt. read more. Now go and strike Amalek, and completely destroy all that they have, and do not spare them. But kill both man and woman, infant and suckling, ox and sheep, camel and ass. And Saul gathered the people together and numbered them in Telaim, two hundred thousand footmen and ten thousand men of Judah. And Saul came to a city of Amalek and lay in wait in the valley. And Saul said to the Kenites, Go! Depart! Get down from among the Amalekites, lest I destroy you with them. For you showed kindness to all the sons of Israel when they came up out of Egypt. So the Kenites departed from among the Amalekites. And Saul struck the Amalekites from Havilah, as you come to Shur, which is over across from Egypt. And he took Agag the king of the Amalekites alive. And he completely destroyed all the people with the edge of the sword. But Saul and the people spared Agag and the best of the sheep and of the oxen and of the fatlings and the lambs, and all that was good, and would not completely destroy them. But everything that was vile and feeble they completely destroyed. And the Word of Jehovah came to Samuel saying, It repents Me that I have set up Saul to be king. For he has turned back from following Me and has not done My commands. And it grieved Samuel, and he cried out to Jehovah all night. And when Samuel rose up early in the morning to meet Saul, it was told to Samuel, saying, Saul came to Carmel, and behold, he set up a place for himself, and has gone around and passed on and gone down to Gilgal. And Samuel came to Saul. And Saul said to him, You are blessed of Jehovah. I have done the command of Jehovah. And Samuel said, What then is this bleating of the flock in my ears? And what is the sound of the herd which I hear? And Saul said, They have brought them from the Amalekites. For the people spared the best of the sheep and of the oxen to sacrifice to Jehovah your God. And the rest we have completely destroyed. And Samuel said to Saul, Stop! And I will tell you what Jehovah has said to me tonight. And he said to him, Speak. And Samuel said, When you were little in your own sight, did you not become the head of the tribes of Israel? And Jehovah anointed you king over Israel. And Jehovah sent you on the way and said, Go and completely destroy the sinners, Amalek, and fight against them until you destroy them. Why then did you not obey the voice of Jehovah? Why did you fly on the spoil and do evil in the sight of Jehovah? And Saul said to Samuel, Yes, I have obeyed the voice of Jehovah, and have gone the way which Jehovah sent me, and have brought Agag the king of Amalek, and have completely destroyed the Amalekites. But the people took from the spoil, of the flocks and herd, the best of the things devoted to sacrifice to Jehovah your God in Gilgal. And Samuel said, Does Jehovah delight in burnt offerings and sacrifices as in obeying the voice of Jehovah? Behold, to obey is better than sacrifice! To listen is better than the fat of rams! For rebellion is as the sin of witchcraft, and stubbornness is as iniquity and idol-worship. Because you have rejected the Word of Jehovah, He has also rejected you from being king! And Saul said to Samuel, I have sinned. For I have disobeyed the command of Jehovah, and your word, because I feared the people and obeyed their voice. And now please pardon my sin and turn again with me so that I may worship Jehovah. And Samuel said to Saul, I will not return with you, for you have rejected the Word of Jehovah, and Jehovah has rejected you from being king over Israel. And Samuel turned around to go, and he laid hold on the skirt of his robe, and it tore. And Samuel said to him, Jehovah has torn the kingdom of Israel from you this day, and has given it to a neighbor of yours who is better than you. And also the Glory of Israel will not lie nor repent, for He is not a man that He should repent. Then he said, I have sinned. Please honor me now before the elders of my people and before Israel, and turn again with me. And I shall worship Jehovah your God. And Samuel turned again after Saul, and Saul worshiped Jehovah.
And Jehovah said to Samuel, How long will you mourn for Saul, since I have rejected him from reigning over Israel? Fill your horn with oil and go. I will send you to Jesse of Bethlehem. For I have seen a king for Me among his sons. And Samuel said, How can I go? If Saul hears, he will kill me. And Jehovah said, Take a heifer of the herd in your hand with you and say, I have come to sacrifice to Jehovah. read more. And call Jesse to the sacrifice, and I will show you what you shall do. And you shall anoint for Me whomever I name to you.
And see and know of all the hiding places where he hides himself there, and return to me prepared. And I will go with you. And it shall be, if he is in the land, I will search him out throughout all the thousands of Judah.
And all the tribes of Israel came to David, to Hebron, and spoke, saying, Behold, we are your bone and your flesh. Also in time past, when Saul was king over us, you were he who led Israel out and brought them in. And Jehovah said to you, You shall feed My people Israel, and you shall be a leader over Israel. read more. And all the elders of Israel came to the king at Hebron. And King David made a covenant with them in Hebron before Jehovah. And they anointed David king over Israel.
And I will establish his kingdom forever if he will always do My commandments and My judgments, as at this day. And now in the sight of all Israel, the congregation of Jehovah, and in the hearing of our God, keep and seek for all the commandments of Jehovah your God, so that you may possess this good land and leave it for an inheritance for your sons after you forever. read more. And you, Solomon my son, know the God of your father and serve Him with a perfect heart and with a willing mind. For Jehovah searches all hearts and understands all the imaginations of the thoughts. If you seek Him, He will be found by you. But if you forsake Him, He will cast you off forever. Take heed now, for Jehovah has chosen you to build a house for the sanctuary. Be strong and do it.
And let it be known to the king that if this city is built and the walls set up, then they will not pay toll, taxes, or custom, and you shall endanger the revenue of the kings.
Also, we notify you, that in regard to any of the priests and the Levites, singers, gatekeepers, temple slaves, or ministers of this house of God, it shall not be lawful to impose toll, taxes, or custom on them.
But with righteousness He shall judge the poor, and shall decide with uprightness for the meek of the earth. And He shall strike the earth with the rod of His mouth, and with the breath of His lips He shall slay the wicked.
