I make a decree, that all they of the people of Israel, and of his priests and Levites, in my realm, which are minded of their own freewill to go up to Jerusalem, go with thee.
in the first year of Cyrus king of Babylon, King Cyrus issued a decree to rebuild this house of God.
Then King Darius issued a decree, and
search was made in the archives, where the treasures were stored in Babylon.
2 Chronicles 30:5
So they established a decree to circulate a
proclamation throughout all Israel from Beersheba even to Dan, that they should come to celebrate the Passover to the Lord God of Israel at Jerusalem. For they had not celebrated it in great numbers as it was prescribed.
The couriers went out impelled by the king’s command while the decree was

He is the God who is in Jerusalem.
Your people will volunteer freely in the day of Your power; In holy array, from the womb of the dawn, Your youth are to You as the dew.
for it is
God who is at work in you, both to will and to work for His good pleasure.
Spirit and the bride say, “Come.” And let the one who hears say, “Come.” And let the one who is thirsty come; let the one who wishes take the water of life without cost.
