Hebrews 9:1
Now even the first Agreement had regulations for [governing] service [to God] and an earthly sanctuary.
Hebrews 8:2
He is a minister in the sanctuary, [serving about holy things] in the true tabernacle, which was set up by the Lord and not by man [Note: This sanctuary/tabernacle represents either heaven or the church].

since, with foods and drinks and various [ceremonial] washings, they are only outward regulations imposed until the time when everything would be made right [i.e., under the New Agreement].
