Numbers 26:55

The Second Census

⁵⁴ To the many thou shalt mutiply his inheritance, and to the few thou shalt diminish his inheritance: to each according to his reviewing his inheritance shall be given. ⁵⁵ But by lot shall the land be divided; according to the names of the tribes of their fathers, they shall inherit ⁵⁶ According to the lot thou shalt divide his inheritance between the many to the few.
