Sprinkle, namely, with blood to atone for guilt, as the high priest did (Le 4:6; 16:14,19), or with water for purifying (Nu 19:18-21; Ac 2:33). So Messiah (Isa 52:15; Heb 9:13-14; 1Pe 1:2). Many were astonished at Him; so shall He sprinkle many nations, even kings shall shut their mouths in dumb awe (compare Ro 16:25-26, and Ro 15:21 with Isa 52:14-15).

For if the blood of goats and bulls, and the sprinkling of defiled persons with the ashes of a heifer, sanctify for the purification of the flesh, how much more will the blood of Christ, who through the eternal Spirit offered himself without blemish to God, purify our conscience from dead works to serve the living God.
