Hezekiah sent messages throughout Israel and Judah; he even wrote letters to Ephraim and Manasseh, summoning them to come to the Lord's temple in Jerusalem and observe a Passover celebration for the Lord God of Israel. The king, his officials, and the entire assembly in Jerusalem decided to observe the Passover in the second month. They were unable to observe it at the regular time because not enough priests had consecrated themselves and the people had not assembled in Jerusalem. read more.
The proposal seemed appropriate to the king and the entire assembly. So they sent an edict throughout Israel from Beer Sheba to Dan, summoning the people to come and observe a Passover for the Lord God of Israel in Jerusalem, for they had not observed it on a nationwide scale as prescribed in the law. Messengers delivered the letters from the king and his officials throughout Israel and Judah. This royal edict read: "O Israelites, return to the Lord God of Abraham, Isaac, and Israel, so he may return to you who have been spared from the kings of Assyria. Don't be like your fathers and brothers who were unfaithful to the Lord God of their ancestors, provoking him to destroy them, as you can see. Now, don't be stubborn like your fathers! Submit to the Lord and come to his sanctuary which he has permanently consecrated. Serve the Lord your God so that he might relent from his raging anger. For if you return to the Lord, your brothers and sons will be shown mercy by their captors and return to this land. The Lord your God is merciful and compassionate; he will not reject you if you return to him." The messengers journeyed from city to city through the land of Ephraim and Manasseh as far as Zebulun, but people mocked and ridiculed them.

He sent letters throughout all the royal provinces, to each province according to its own script and to each people according to its own language, that every man should be ruling his family and should be speaking the language of his own people. Then let this clothing and this horse be given to one of the king's noble officials. Let him then clothe the man whom the king wishes to honor, and let him lead him about through the plaza of the city on the horse, calling before him, 'So shall it be done to the man whom the king wishes to honor!'"

Mordecai wrote in the name of King Ahasuerus and sealed it with the king's signet ring. He then sent letters by couriers on horses, who rode royal horses that were very swift. The king thereby allowed the Jews who were in every city to assemble and to stand up for themselves -- to destroy, to kill, and to annihilate any army of whatever people or province that should become their adversaries, including their women and children, and to confiscate their property. This was to take place on a certain day throughout all the provinces of King Ahasuerus -- namely, on the thirteenth day of the twelfth month (that is, the month of Adar). read more.
A copy of the edict was to be presented as law throughout each and every province and made known to all peoples, so that the Jews might be prepared on that day to avenge themselves from their enemies. The couriers who were riding the royal horses went forth with the king's edict without delay. And the law was presented in Susa the citadel as well.

Then the herald made a loud proclamation: "To you, O peoples, nations, and language groups, the following command is given: When you hear the sound of the horn, flute, zither, trigon, harp, pipes, and all kinds of music, you must bow down and pay homage to the golden statue that King Nebuchadnezzar has erected. Whoever does not bow down and pay homage will immediately be thrown into the midst of a furnace of blazing fire!" read more.
Therefore when they all heard the sound of the horn, flute, zither, trigon, harp, pipes, and all kinds of music, all the peoples, nations, and language groups began bowing down and paying homage to the golden statue that King Nebuchadnezzar had erected.
