[This Agreement was] the oath by which He swore to Abraham, our forefather,

For when God made a promise to Abraham, since He could not make a vow by anyone greater, He vowed by Himself, saying [Gen. 22:16-17], "I will certainly bless you and will multiply [your descendants]."
And to whom did God vow that they would not enter a state of rest with Him? [Was it not] those who were disobedient to Him?
