Therefore you shall say unto them, Thus says the LORD of hosts, the God of Israel; Drink, and be drunken, and vomit, and fall, and rise no more, because of the sword which I will send among you. And it shall be, if they refuse to take the cup from your hand to drink, then shall you say unto them, Thus says the LORD of hosts; You shall certainly drink.

Babylon has been a golden cup in the LORD's hand, that made all the earth drunk: the nations have drunk of her wine; therefore the nations are mad. Babylon is suddenly fallen and destroyed: wail for her; take balm for her pain, if so be she may be healed. We would have healed Babylon, but she is not healed: forsake her, and let us go everyone into his own country: for her judgment reaches unto heaven, and is lifted up even to the skies.
