Jehovah called Moses from the mountain. So Moses went up the mountain to God. Jehovah told him: This is what you must say to the descendants of Jacob. This day Jehovah your God commands you to do these statutes and ordinances. You shall therefore be careful to do them with all your heart and with all your being. These are the terms of the covenant that Jehovah commanded Moses to make with the people of Israel in the land of Moab. All this was in addition to the covenant Jehovah made with them at Mount Sinai. Samuel was upset to hear the leaders say they wanted a king. So he prayed about it. Jehovah answered: Samuel, do everything they want you to do. I am really the one they have rejected as their king.
