About that time an edict was issued by the Emperor Augustus that a census should be taken of the whole Empire. (This was the first census taken while Quirinius was Governor of Syria).

and to governors as the men sent by him to punish evil-doers and to commend those who do right.

He was hoping, too, for a bribe from Paul, and so he used to send for him frequently and talk with him.
