'Summon' in the Bible

If I summon [him], and he should answer me, I do not believe that he will listen to my voice--

If it is a matter of strength, look, He is the Mighty One!If it is a matter of justice, who can summon Him?

I summon my servant, but he does not respond, even though I implore him with my own mouth.
