Rehum the [Persian] commander [of the Samaritans] and Shimshai the scribe wrote a letter against Jerusalem to Artaxerxes the king as follows—

Then wrote Rehum the commander, and Shimshai the scribe, and the rest of their companions; the judges, the governors, the officials, the Persians, the men of Erech, the Babylonians, the men of Susa, and the Elamites,

Judges, envoys, officials, Persians, the people of Erech, the Babylonians, the people of Susa (that is, the Elamites) and many other nations whom the great and honorable Osnappar deported and resettled in Samaria and in the rest of the province beyond the Euphrates River.

Then the king sent an answer to Rehum the [Persian] commander, to Shimshai the scribe, and to the rest of their colleagues who live in Samaria and in the rest of the provinces west of the River: “Peace (Greetings). And now,

Here is a copy of the letter that Trans-Euphrates Governor Tattenai, Shethar-bozenai, and his colleagues the Trans-Euphrates Persians sent to King Darius.

Though we are slaves, our God has not abandoned us in our slavery. He has extended grace to us in the presence of the Persian kings, giving us new life, so that we can rebuild the house of our God and repair its ruins, to give us a wall in Judah and Jerusalem.
