Moreover you shall provide out of all the people able men, such as fear God: men of truth, hating unjust gain; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. Let them judge the people at all times. It shall be that every great matter they shall bring to you, but every small matter they shall judge themselves. So shall it be easier for you, and they shall share the load with you. If you will do this thing, and God commands you so, then you will be able to endure, and all of these people also will go to their place in peace." read more.
So Moses listened to the voice of his father-in-law, and did all that he had said. Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. They judged the people at all times. They brought the hard causes to Moses, but every small matter they judged themselves.

So I took the heads of your tribes, wise men, and known, and made them heads over you, captains of thousands, and captains of hundreds, and captains of fifties, and captains of tens, and officers, according to your tribes. I commanded your judges at that time, saying, Hear [the causes] between your brothers, and judge righteously between a man and his brother, and the foreigner who is living with him. You shall not show partiality in judgment; you shall hear the small and the great alike; you shall not be afraid of the face of man; for the judgment is God's: and the cause that is too hard for you, you shall bring to me, and I will hear it.

If there arises a matter too hard for you in judgment, between blood and blood, between plea and plea, and between stroke and stroke, being matters of controversy within your gates; then you shall arise, and go up to the place which Yahweh your God shall choose; and you shall come to the priests the Levites, and to the judge who shall be in those days: and you shall inquire; and they shall show you the sentence of judgment. You shall do according to the tenor of the sentence which they shall show you from that place which Yahweh shall choose; and you shall observe to do according to all that they shall teach you: read more.
according to the tenor of the law which they shall teach you, and according to the judgment which they shall tell you, you shall do; you shall not turn aside from the sentence which they shall show you, to the right hand, nor to the left. The man who does presumptuously, in not listening to the priest who stands to minister there before Yahweh your God, or to the judge, even that man shall die: and you shall put away the evil from Israel. All the people shall hear, and fear, and do no more presumptuously.

He set judges in the land throughout all the fortified cities of Judah, city by city, and said to the judges, "Consider what you do: for you don't judge for man, but for Yahweh; and [he is] with you in the judgment. Now therefore let the fear of Yahweh be on you. Take heed and do it: for there is no iniquity with Yahweh our God, nor respect of persons, nor taking of bribes." read more.
Moreover in Jerusalem Jehoshaphat appointed Levites and priests, and of the heads of the fathers' [houses] of Israel, for the judgment of Yahweh, and for controversies. They returned to Jerusalem. He commanded them, saying, "Thus you shall do in the fear of Yahweh, faithfully, and with a perfect heart. Whenever any controversy shall come to you from your brothers who dwell in their cities, between blood and blood, between law and commandment, statutes and ordinances, you shall warn them, that they not be guilty towards Yahweh, and so wrath come on you and on your brothers. Do this, and you shall not be guilty.


It happened on the next day, that Moses sat to judge the people, and the people stood around Moses from the morning to the evening. When Moses' father-in-law saw all that he did to the people, he said, "What is this thing that you do for the people? Why do you sit alone, and all the people stand around you from morning to evening?" Moses said to his father-in-law, "Because the people come to me to inquire of God. read more.
When they have a matter, they come to me, and I judge between a man and his neighbor, and I make them know the statutes of God, and his laws." Moses' father-in-law said to him, "The thing that you do is not good. You will surely wear away, both you, and this people that is with you; for the thing is too heavy for you. You are not able to perform it yourself alone. Listen now to my voice. I will give you counsel, and God be with you. You represent the people before God, and bring the causes to God. You shall teach them the statutes and the laws, and shall show them the way in which they must walk, and the work that they must do. Yahweh, the God of your fathers, make you a thousand times as many as you are, and bless you, as he has promised you! read more.
How can I myself alone bear your encumbrance, and your burden, and your strife? Take wise men of understanding and well known according to your tribes, and I will make them heads over you." You answered me, and said, "The thing which you have spoken is good [for us] to do." So I took the heads of your tribes, wise men, and known, and made them heads over you, captains of thousands, and captains of hundreds, and captains of fifties, and captains of tens, and officers, according to your tribes.

Yahweh said to Moses, "Gather to me seventy men of the elders of Israel, whom you know to be the elders of the people, and officers over them; and bring them to the Tent of Meeting, that they may stand there with you. I will come down and talk with you there. I will take of the Spirit which is on you, and will put it on them; and they shall bear the burden of the people with you, that you not bear it yourself alone.

Moses went out, and told the people the words of Yahweh; and he gathered seventy men of the elders of the people, and set them around the Tent. Yahweh came down in the cloud, and spoke to him, and took of the Spirit that was on him, and put it on the seventy elders: and it happened that when the Spirit rested on them, they prophesied, but they did so no more.

I spoke to you at that time, saying, "I am not able to bear you myself alone: Yahweh your God has multiplied you, and behold, you are this day as the stars of the sky for multitude. I will come down and talk with you there. I will take of the Spirit which is on you, and will put it on them; and they shall bear the burden of the people with you, that you not bear it yourself alone. "Say to the people, 'Sanctify yourselves against tomorrow, and you will eat flesh; for you have wept in the ears of Yahweh, saying, "Who will give us flesh to eat? For it was well with us in Egypt." Therefore Yahweh will give you flesh, and you will eat. read more.
You will not eat one day, nor two days, nor five days, neither ten days, nor twenty days, but a whole month, until it come out at your nostrils, and it is loathsome to you; because that you have rejected Yahweh who is among you, and have wept before him, saying, "Why did we come out of Egypt?"'" Moses said, "The people, among whom I am, are six hundred thousand men on foot; and you have said, 'I will give them flesh, that they may eat a whole month.' Shall flocks and herds be slaughtered for them, to be sufficient for them? Shall all the fish of the sea be gathered together for them, to be sufficient for them?" Yahweh said to Moses, "Has Yahweh's hand grown short? Now you will see whether my word will happen to you or not." Moses went out, and told the people the words of Yahweh; and he gathered seventy men of the elders of the people, and set them around the Tent. Yahweh came down in the cloud, and spoke to him, and took of the Spirit that was on him, and put it on the seventy elders: and it happened that when the Spirit rested on them, they prophesied, but they did so no more. But two men remained in the camp. The name of one was Eldad, and the name of the other Medad: and the Spirit rested on them; and they were of those who were written, but had not gone out to the Tent; and they prophesied in the camp. A young man ran, and told Moses, and said, "Eldad and Medad are prophesying in the camp!" Joshua the son of Nun, the servant of Moses, one of his chosen men, answered, "My lord Moses, forbid them!" Moses said to him, "Are you jealous for my sake? I wish that all Yahweh's people were prophets, that Yahweh would put his Spirit on them!" Moses went into the camp, he and the elders of Israel.
