'Citadel' in the Bible

A scroll was found in the citadel of Ecbatana which is in the province of Media, and it was inscribed as follows: "Memorandum:

These are the words of Nehemiah son of Hacaliah: It so happened that in the month of Kislev, in the twentieth year, I was in Susa the citadel.

I then put in charge over Jerusalem my brother Hanani and Hananiah the chief of the citadel, for he was a faithful man and feared God more than many do.

In those days, as King Ahasuerus sat on his royal throne in Susa the citadel,

When those days were completed, the king then provided a seven-day banquet for all the people who were present in Susa the citadel, for those of highest standing to the most lowly. It was held in the court located in the garden of the royal palace.

Then the king said to Queen Esther, "In Susa the citadel the Jews have killed and destroyed five hundred men and the ten sons of Haman! What then have they done in the rest of the king's provinces? What is your request? It shall be given to you. What other petition do you have? It shall be done."

A relative offended is harder to reach than a strong city, and disputes are like the barred gates of a fortified citadel.
