'Rules' in the Bible

Because the kingship belongs to Yahweh, and [he] rules over the nations.

[He] rules by his might forever; his eyes keep watch on the nations. Do not let the rebellious exalt themselves. Selah

Yahweh has established his throne in the heavens, and his kingdom rules over all.
