'Foundation' in the Bible

Behold, to morrow about this time I will cause it to rain a very grievous hail, such as hath not been in Egypt since the foundation thereof even until now.

and hast taken of the blood of the bullock, and hast put it on the horns of the altar with thy finger, and all the blood thou dost pour out at the foundation of the altar;
