'Ruled' in the Bible

I told myself, "I have become greater and wiser than anyone who ruled before me in Jerusalem yes, I have acquired a great deal of wisdom and knowledge."

All this I have seen so as to give my heart to every work that hath been done under the sun; a time that man hath ruled over man to his own evil.
