'Ruling' in the Bible

Sihon, king of the Amorite, who is dwelling in Heshbon, ruling from Aroer which is on the border of the brook Arnon, and the middle of the brook, and half of Gilead, and unto Jabok the brook, the border of the Bene-Ammon;

ruling over Mount Hermon, Salecah, and all of Bashan as far as the border of the descendants of Geshur, the descendants of Maacath, and half of Gilead to the border of Sihon king of Heshbon.

And all the towns of Sihon, king of the Amorites, who was ruling in Heshbon, to the limits of the children of Ammon;
