So Samuel led Israel all the days of his life.

The Lord raised up leaders who delivered them from these robbers. But they did not obey their leaders. Instead they prostituted themselves to other gods and worshiped them. When a leader died, the next generation would again act more wickedly than the previous one. They would follow after other gods, worshiping them and bowing down to them. They did not give up their practices or their stubborn ways.

When the Israelites cried out for help to the Lord, he raised up a deliverer for the Israelites who rescued them. His name was Othniel son of Kenaz, Caleb's younger brother. The Lord's spirit empowered him and he led Israel. When he went to do battle, the Lord handed over to him King Cushan-Rishathaim of Aram and he overpowered him. The land had rest for forty years; then Othniel son of Kenaz died.

Now Deborah, a prophetess, wife of Lappidoth, was leading Israel at that time. She would sit under the Date Palm Tree of Deborah between Ramah and Bethel in the Ephraimite hill country. Deborah got up and went with Barak to Kedesh. Barak summoned men from Zebulun and Naphtali to Kedesh. Ten thousand men followed him; Deborah went up with him as well.

During the time of the judges there was a famine in the land of Judah. So a man from Bethlehem in Judah went to live as a resident foreigner in the region of Moab, along with his wife and two sons.

If controversy arises between people, they should go to court for judgment. When the judges hear the case, they shall exonerate the innocent but condemn the guilty. They will judge the people under normal circumstances, and every difficult case they will bring to you, but every small case they themselves will judge, so that you may make it easier for yourself, and they will bear the burden with you. If you do this thing, and God so commands you, then you will be able to endure, and all these people will be able to go home satisfied." Moses chose capable men from all Israel, and he made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. They judged the people under normal circumstances; the difficult cases they would bring to Moses, but every small case they would judge themselves.

"If a man gives his neighbor money or articles for safekeeping, and it is stolen from the man's house, if the thief is caught, he must repay double. If the thief is not caught, then the owner of the house will be brought before the judges to see whether he has laid his hand on his neighbor's goods. In all cases of illegal possessions, whether for an ox, a donkey, a sheep, a garment, or any kind of lost item, about which someone says 'This belongs to me,' the matter of the two of them will come before the judges, and the one whom the judges declare guilty must repay double to his neighbor.

So Moses said to the judges of Israel, "Each of you must execute those of his men who were joined to Baal-peor."

I furthermore admonished your judges at that time that they should pay attention to issues among your fellow citizens and judge fairly, whether between one citizen and another or a citizen and a resident foreigner.

"Look, today I am about to die. You know with all your heart and being that not even one of all the faithful promises the Lord your God made to you is left unfulfilled; every one was realized -- not one promise is unfulfilled! But in the same way every faithful promise the Lord your God made to you has been realized, it is just as certain, if you disobey, that the Lord will bring on you every judgment until he destroys you from this good land which the Lord your God gave you. If you violate the covenantal laws of the Lord your God which he commanded you to keep, and follow, worship, and bow down to other gods, the Lord will be very angry with you and you will disappear quickly from the good land which he gave to you." Solomon addressed all Israel, including those who commanded units of a thousand and a hundred, the judges, and all the leaders of all Israel who were heads of families. If a matter is too difficult for you to judge -- bloodshed, legal claim, or assault -- matters of controversy in your villages -- you must leave there and go up to the place the Lord your God chooses. Then let the trees of the forest shout with joy before the Lord, for he comes to judge the earth!
