בְּאֵ֣ין
bə·’ên
Where [there is] no
､ חָ֭זוֹן
ḥā·zō·wn
､ יִפָּ֣רַֽע
yip·pā·ra‘
עָ֑ם
‘ām;
the people
וְשֹׁמֵ֖ר
wə·šō·mêr
､ תּוֹרָ֣ה
tō·w·rāh
the law ､
. אַשְׁרֵֽהוּ׃
’aš·rê·hū.
happy [is] he .
