He will use every kind of wicked deceit on those who will perish. They will perish because they did not welcome and love the truth so as to be saved. So God dispatches the power of deceit (error) to work in them so that they are allowed to believe what is false.

They are filled with all unrighteousness, fornication, wickedness, covetousness, maliciousness; full of envy, murder, strife, deceit, evil mindedness; they are whisperers, backbiters, haters of God, despiteful, proud, boasters, inventors of evil things, disobedient to parents, without understanding, covenant breakers, without natural affection, unforgiving, and unmerciful. They know the judgment of God, that those who commit such things are worthy of death! And yet, they not only do the same, but also approve of those who do them.
