'Decided' in the Bible

So God said to Noah, "I have decided that all living creatures must die, for the earth is filled with violence because of them. Now I am about to destroy them and the earth.

The defenders of the city will go out and fight with the Babylonians. But they will only fill those houses and buildings with the dead bodies of the people that I will kill in my anger and my wrath.
