'States' in the Bible

When someone flees to one of these cities, stands at the entrance of the city gate, and states his case before the elders of that city, they are to bring him into the city and give him a place to live among them.

From the age I was anointed, from the first, From former states of the earth.

The first one to plead his case seems right,Until another comes and cross-examines him.

And I have multiplied on you man and beast, And they have multiplied and been fruitful, And I have caused you to dwell according to your former states, And I have done better than at your beginnings, And ye have known that I am Jehovah.
