'Inhabitants of Jerusalem' in the Bible

“And now, O inhabitants of Jerusalem and men of Judah,Judge between Me and My vineyard.

“Then He shall become a sanctuary;But to both the houses of Israel, a stone to strike and a rock to stumble over,And a snare and a trap for the inhabitants of Jerusalem.

And I will clothe him with your tunicAnd tie your sash securely about him.I will entrust him with your authority,And he will become a father to the inhabitants of Jerusalem and to the house of Judah.
