But the Lord appeared to Abram and said, "I will give this land to your offspring." So he built an altar there to the Lord who had appeared to him. Those registered were 23,000, every male one month old or more; they were not registered among the other Israelites, because no inheritance was given to them among the Israelites.
For this reason, Levi does not have a portion or inheritance like his brothers; the Lord is his inheritance, as the Lord your God told him.

Then he said to the whole assembly of Israel, “If it seems good to you, and if this is from the Lord our God, let us spread out and send the message to the rest of our relatives in all the districts of Israel, including the priests and Levites in their cities with pasturelands, that they should gather together with us.
