This is what the parable means. The seed is the word of God. Those 'on the road' are people who hear; but then the devil comes and carries off the word from their heart, that they may not believe and be saved.

But woe to earth and sea! The devil has descended to you in fierce anger, knowing that his time is short." And when the dragon found himself thrown down to earth, he pursued the woman who had given birth to the male child; but the woman was given the two wings of a great eagle for her flight to the desert, to her appointed place, where she is nourished for a Time, two Times, and half a Time, safe from the serpent. Then from his mouth the serpent poured water after the woman like a river, to sweep her away with a flood; but the earth came to the rescue of the woman, the earth opened its mouth and swallowed up the river that the dragon had poured out of his mouth. So, enraged at the woman, the dragon went off to wage war on the rest of her offspring, on those who keep God's commandments and hold the testimony of Jesus.

Then I saw an angel descend from heaven with the key of the abyss and a huge chain in his hand; he gripped the dragon, that old serpent (who is the devil and Satan), and bound him for a thousand years, flinging him into the abyss and shutting and sealing it on the top of him, to prevent him seducing the nations again until the thousand years were completed ??after which he has to be released for a little while.
