Jehovah said: Behold! I offer a covenant (promise) to perform signs and miracles for you that have never been done in all the earth. Neighboring nations will stand in fear and know that I was the one who did these marvelous things.
Jehovah told Moses: Put these laws in writing, as part of my agreement (covenant) with Israel.
These are the terms of the covenant that Jehovah commanded Moses to make with the people of Israel in the land of Moab. All this was in addition to the covenant Jehovah made with them at Mount Sinai.
There was nothing inside the Ark of the Covenant except the two stone tablets that Moses had placed there at Mount Sinai, when Jehovah made a covenant with the people of Israel as they were coming from Egypt.
Jehovah made an agreement with them and gave them orders, saying: You are to have no other gods. You are not to worship them or be their servants or make them offerings.

Then I passed by you and saw that you were at the time for love. So I spread my skirt over you and covered your nakedness. I also swore to you and entered into a covenant with you so that you became mine, declares the Lord Jehovah.

This contains an allegory (symbolic drama). These women symbolize two covenants. One is from Mount Sinai, bearing children to bondage, which is Hagar.
I will bring war on you to get revenge for my promise you rejected. When you gather in your cities, I will send plagues on you and you will fall under the control of your enemy.
Jehovah said to me: Go to the cities of Judah and to the streets of Jerusalem. Proclaim my message there and tell the people: 'Listen to the terms of the covenant and obey them.'

Their minds were blinded. Until this day the same veil remains at the reading of the old covenant. It is not revealed to them that Christ voided it.
