God's Promise To Zerubbabel

⁶ He answered: This is the word of Jehovah to Zerubbabel. Then Jehovah of Hosts said: 'Not by might, nor by power, but by my Spirit.' ⁷ ‘What are you, O great mountain? Before Zerubbabel you will become a plain; and he will bring forth the top stone with shouts of “Grace, grace to it!”’” ⁸ The word of Jehovah continued to come to me:

Jeremiah 51:25

I am against you, Babylon, you destructive mountain. You have destroyed the whole earth, declares Jehovah. I will use my power against you and roll you off the cliffs, and make you a scorched mountain.
