the Burnt offering » Required to be » Voluntary
If his offering is a burnt offering from the herd, he shall offer a male without blemish; he shall offer it at the doorway of the Tent of Meeting so that he may be accepted before the Lord.
Say to Aaron and his sons and to all the Israelites, Whoever of the house of Israel and of the foreigners in Israel brings his offering, whether to pay a vow or as a freewill offering which is offered to the Lord for a burnt offering That you may be accepted, you shall offer a male without blemish of the young bulls, the sheep, or the goats.

“But cursed is the swindler who has a male in his flock and vows [to offer] it, but sacrifices to the Lord a blemished or diseased thing! For I am a great King,” says the Lord of hosts, “and My name is to be [reverently and greatly] feared among the nations.”

When you make a vow to the Lord your God, you shall not be slack in paying it, for the Lord your God will surely require it of you, and slackness would be sin in you. But if you refrain from vowing, it will not be sin in you. The vow which has passed your lips you shall be watchful to perform, a voluntary offering which you have made to the Lord your God, which you have promised with your mouth.

If a stranger lives as a resident alien with you, or whoever may be among you throughout your generations, and he wishes to make an offering by fire, as a sweet and soothing aroma to the Lord, just as you do, so shall he do.

Animals that are blind or fractured or mutilated, or have a sore or a running wound or an itch or scabs, you shall not offer to the Lord nor make an offering of them by fire on the altar to the Lord.
