the Blessed » Whose sins are forgiven
Blessed (happy, fortunate, to be envied) is he who has forgiveness of his transgression continually exercised upon him, whose sin is covered. Blessed (happy, fortunate, to be envied) is the man to whom the Lord imputes no iniquity and in whose spirit there is no deceit.
Deceit » Blessedness of being free from
He who has clean hands and a pure heart,
Who has not lifted up his soul to what is false,
Nor has sworn [oaths] deceitfully.
Blessed is the man to whom the Lord does not impute wickedness,
And in whose spirit there is no deceit.
He who has clean hands and a pure heart, who has not lifted himself up to falsehood or to what is false, nor sworn deceitfully. He shall receive blessing from the Lord and righteousness from the God of his salvation.
Forgiveness » Those whose iniquities are forgiven

Thus David congratulates the man and pronounces a blessing on him to whom God credits righteousness apart from the works he does: Blessed and happy and to be envied are those whose iniquities are forgiven and whose sins are covered up and completely buried.
