Then I came down from the mountain and put the tablets in the Ark I had made. They are there just as Jehovah commanded me.

He took the words of God's promise (covenant) and put them in the ark. He put the poles on the ark and placed the throne of mercy on top of the ark.

Moses finished writing all the words of this Law in a book. He gave this command to the Levites who carried the Ark of Jehovah's Covenant: Take this Book of the Law, and put it next to the Ark of the Covenant of Jehovah your God, where it will be a witness against you.
