Send therefore to Joppa and ask for Simon who is called Peter; he is lodging in the house of Simon, a tanner, by the sea.' So I sent for you immediately, and you have been kind enough to come. Now therefore we are all here present in the sight of God, to hear all that you have been commanded by the Lord." And opening his mouth, Peter said: "I most certainly understand now that God is not one to show partiality, but in every nation the man who fears him and does what is right is welcome to him.

But it is not as though the word of God had failed. For not all who are descended from Israel are Israel, nor are they all children of Abraham because they are his descendants; but, "Through Isaac shall your descendants be named." For this is what the promise said: "About this time I will return and Sarah shall have a son." And not only so, but also when Rebecca had conceived children by one man, our father Isaac, though the twins were not yet born and had done nothing either good or bad, in order that God's purpose of election might stand, not because of works but because of his call, she was told, "The older will serve the younger." As it is written, "Jacob I loved, but Esau I hated." What shall we say then? Is there injustice with God? Certainly not! For he says to Moses, "I will have mercy on whom I have mercy, and I will have compassion on whom I have compassion." So it depends not upon man's will or exertion, but upon God's mercy. For the scripture says to Pharaoh, "I have raised you up for this very purpose, that I may show my power in you, and that my name may be proclaimed in all the earth." Therefore he has mercy on whom he wills, and he hardens the heart of whom he wills. You will say to me then, "Why does he still find fault? For who can resist his will?" have you not made distinctions among yourselves, and become judges with evil thoughts? Listen, my beloved brethren: has not God chosen those who are poor in the world to be rich in faith and heirs of the kingdom which he has promised to those who love him? But you have dishonored the poor man. Is it not the rich who oppress you? Is it not they who drag you into court? Is it not they who blaspheme the honorable name by which you have been called? If you really fulfill the royal law, according to the scripture, "You shall love your neighbor as yourself," you are doing well. But if you show partiality, you commit sin, and are convicted by the law as transgressors.
