'Laid the Foundation' in the Bible

He is like a man who built a house, and dug deep, and laid the foundation on a rock: and when the flood arose, the stream beat vehemently upon that house, and could not shake it: for it was founded upon a rock.

Lest perhaps, after he has laid the foundation, and is not able to finish it, all that behold it begin to mock him,

According to the grace of God which is given unto me, as a wise master builder, I have laid the foundation, and another builds thereon. But let every man take heed how he builds thereupon.
