"You will surely wear out, both yourself and these people who are with you, for the task is too heavy for you; you cannot do it alone. "Now listen to me: I will give you counsel, and God be with you. You be the people's representative before God, and you bring the disputes to God, then teach them the statutes and the laws, and make known to them the way in which they are to walk and the work they are to do. "Furthermore, you shall select out of all the people able men who fear God, men of truth, those who hate dishonest gain; and you shall place these over them as leaders of thousands, of hundreds, of fifties and of tens. "Let them judge the people at all times; and let it be that every major dispute they will bring to you, but every minor dispute they themselves will judge So it will be easier for you, and they will bear the burden with you. "If you do this thing and God so commands you, then you will be able to endure, and all these people also will go to their place in peace." So Moses listened to his father-in-law and did all that he had said. Moses chose able men out of all Israel and made them heads over the people, leaders of thousands, of hundreds, of fifties and of tens. They judged the people at all times; the difficult dispute they would bring to Moses, but every minor dispute they themselves would judge.

The LORD therefore said to Moses, "Gather for Me seventy men from the elders of Israel, whom you know to be the elders of the people and their officers and bring them to the tent of meeting, and let them take their stand there with you. "Then I will come down and speak with you there, and I will take of the Spirit who is upon you, and will put Him upon them; and they shall bear the burden of the people with you, so that you will not bear it all alone.
So Moses went out and told the people the words of the LORD. Also, he gathered seventy men of the elders of the people, and stationed them around the tent. Then the LORD came down in the cloud and spoke to him; and He took of the Spirit who was upon him and placed Him upon the seventy elders. And when the Spirit rested upon them, they prophesied. But they did not do it again.
"I spoke to you at that time, saying, 'I am not able to bear the burden of you alone. 'The LORD your God has multiplied you, and behold, you are this day like the stars of heaven in number. 'May the LORD, the God of your fathers, increase you a thousand-fold more than you are and bless you, just as He has promised you! read more.
'How can I alone bear the load and burden of you and your strife? 'Choose wise and discerning and experienced men from your tribes, and I will appoint them as your heads.' "You answered me and said, 'The thing which you have said to do is good.' "So I took the heads of your tribes, wise and experienced men, and appointed them heads over you, leaders of thousands and of hundreds, of fifties and of tens, and officers for your tribes. "Should flocks and herds be slaughtered for them, to be sufficient for them? Or should all the fish of the sea be gathered together for them, to be sufficient for them?" The LORD said to Moses, "Is the LORD'S power limited? Now you shall see whether My word will come true for you or not." So Moses went out and told the people the words of the LORD. Also, he gathered seventy men of the elders of the people, and stationed them around the tent. But Moses said to him, "Are you jealous for my sake? Would that all the LORD'S people were prophets, that the LORD would put His Spirit upon them!" Then Moses returned to the camp, both he and the elders of Israel.
