Moreover thou shalt provide out of all the people able men, such as fear God, men of truth, hating unjust gain; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens: and let them judge the people at all seasons: and it shall be, that every great matter they shall bring unto thee, but every small matter they shall judge themselves: so shall it be easier for thyself, and they shall bear the burden with thee. If thou shalt do this thing, and God command thee so, then thou shalt be able to endure, and all this people also shall go to their place in peace. read more.
So Moses hearkened to the voice of his father-in-law, and did all that he had said. And Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. And they judged the people at all seasons: the hard causes they brought unto Moses, but every small matter they judged themselves.

So I took the heads of your tribes, wise men, and known, and made them heads over you, captains of thousands, and captains of hundreds, and captains of fifties, and captains of tens, and officers, according to your tribes. And I charged your judges at that time, saying, Hear the causes between your brethren, and judge righteously between a man and his brother, and the sojourner that is with him. Ye shall not respect persons in judgment; ye shall hear the small and the great alike; ye shall not be afraid of the face of man; for the judgment is God's: and the cause that is too hard for you ye shall bring unto me, and I will hear it.

If there arise a matter too hard for thee in judgment, between blood and blood, between plea and plea, and between stroke and stroke, being matters of controversy within thy gates; then shalt thou arise, and get thee up unto the place which Jehovah thy God shall choose; and thou shalt come unto the priests the Levites, and unto the judge that shall be in those days: and thou shalt inquire; and they shall show thee the sentence of judgment. Thou shalt not wrest the justice due to thy poor in his cause. Keep thee far from a false matter; and the innocent and righteous slay thou not: for I will not justify the wicked. And thou shalt take no bribe: for a bribe blindeth them that have sight, and perverteth the words of the righteous.

And Moses went out, and told the people the words of Jehovah: and he gathered seventy men of the elders of the people, and set them round about the Tent. And Jehovah came down in the cloud, and spake unto him, and took of the Spirit that was upon him, and put it upon the seventy elders: and it came to pass, that, when the Spirit rested upon them, they prophesied, but they did so no more.

And I spake unto you at that time, saying, I am not able to bear you myself alone: Jehovah your God hath multiplied you, and, behold, ye are this day as the stars of heaven for multitude. Jehovah, the God of your fathers, make you a thousand times as many as ye are, and bless you, as he hath promised you! read more.

Shall flocks and herds be slain for them, to suffice them? or shall all the fish of the sea be gathered together for them, to suffice them? And Jehovah said unto Moses, Is Jehovah's hand waxed short? now shalt thou see whether my word shall come to pass unto thee or not. And Moses went out, and told the people the words of Jehovah: and he gathered seventy men of the elders of the people, and set them round about the Tent. And Jehovah came down in the cloud, and spake unto him, and took of the Spirit that was upon him, and put it upon the seventy elders: and it came to pass, that, when the Spirit rested upon them, they prophesied, but they did so no more. But there remained two men in the camp, the name of the one was Eldad, and the name of the other Medad: and the Spirit rested upon them; and they were of them that were written, but had not gone out unto the Tent; and they prophesied in the camp. And there ran a young man, and told Moses, and said, Eldad and Medad do prophesy in the camp. And Joshua the son of Nun, the minister of Moses, one of his chosen men, answered and said, My lord Moses, forbid them. And Moses said unto him, Art thou jealous for my sake? would that all Jehovah's people were prophets, that Jehovah would put his Spirit upon them! And Moses gat him into the camp, he and the elders of Israel.
