The kings of the earth, the princes, the commanding officers, the rich, the strong, and every slave and free person, hid themselves in the caves and in the rocks of the mountains. This is the case of the manslayer, that shall flee there and live: whoever kills his neighbor unawares, and did not hate him in time past; as when a man goes into the forest with his neighbor to chop wood, and his hand fetches a stroke with the axe to cut down the tree, and the head slips from the handle, and lights on his neighbor, so that he dies; he shall flee to one of these cities and live: lest the avenger of blood pursue the manslayer, while his heart is hot, and overtake him, because the way is long, and strike him mortally; whereas he was not worthy of death, inasmuch as he did not hate him in time past. Therefore I command you, saying, You shall set apart three cities for yourselves. If the LORD your God enlarges your border, as he has sworn to your fathers, and gives you all the land which he promised to give to your fathers; if you keep all this commandment to do it, which I command you this day, to love the LORD your God, and to walk ever in his ways; then you shall add three cities more for yourselves, besides these three: that innocent blood not be shed in the midst of your land, which the LORD your God gives you for an inheritance, and so blood be on you. But if any man hates his neighbor, and lies in wait for him, and rises up against him, and strikes him mortally so that he dies, and he flees into one of these cities; then the elders of his city shall send and bring him there, and deliver him into the hand of the avenger of blood, that he may die. Your eye shall not pity him, but you shall put away the innocent blood from Israel, that it may go well with you.

The LORD spoke to Joshua, saying, "Speak to the children of Israel, saying, 'Assign the cities of refuge, of which I spoke to you by Moses, that the manslayer who kills any person accidentally or unintentionally may flee there. They shall be for you a refuge from the avenger of blood.read more.
He shall flee to one of those cities, and shall stand at the entrance of the gate of the city, and declare his cause in the ears of the elders of that city. They shall take him into the city with them, and give him a place, that he may live among them. If the avenger of blood pursue after him, then they shall not deliver up the manslayer into his hand; because he struck his neighbor unintentionally, and did not hate him before. He shall dwell in that city until he stands before the congregation for judgment, until the death of the high priest that shall be in those days. They set apart Kedesh in Galilee in the hill country of Naphtali, Shechem in the hill country of Ephraim, and Kiriath Arba (that is, Hebron) in the hill country of Judah. Beyond the Jordan at Jericho eastward, they assigned Bezer in the wilderness in the plain out of the tribe of Reuben, Ramoth in Gilead out of the tribe of Gad, and Golan in Bashan out of the tribe of Manasseh. These were the appointed cities for all the children of Israel, and for the stranger who sojourns among them, that whoever kills any person unintentionally might flee there, and not die by the hand of the avenger of blood, until he stands before the congregation.
