And the congregation shall deliver the one who kills out of the hand of the revenger of blood. And the congregation shall send him back to the city of his refuge, to which he had fled. And he shall stay in it until the death of the high priest who was anointed with the holy oil.

because he should have remained in the city of his refuge until the death of the high priest. But after the death of the high priest the one who killed shall return to the land of his possession.

And you shall take no ransom for him who has fled to the city of his refuge, to return to live in the land until the death of the high priest.
