'Ruling' in the Bible

Then Moses gave a ruling to the Israelites by the word of the Lord: "What the tribe of the Josephites is saying is right.

Then he will not exalt himself above his fellow citizens or turn from the commandments to the right or left, and he and his descendants will enjoy many years ruling over his kingdom in Israel.

"Tell all the leaders of Shechem this: 'Why would you want to have seventy men, all Jerub-Baal's sons, ruling over you, when you can have just one ruler? Recall that I am your own flesh and blood.'"

The ten horns that you saw are ten kings who have not yet received a kingdom, but will receive ruling authority as kings with the beast for one hour.
