Judges 3:9-11

And Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. Exodus 22:7-9

If a man shall deliver unto his neighbor money or goods to keep, and it be stolen out of the man's house; if the thief be found, let him pay double.
