If you will do this thing, and God command you, then you shall be able to endure, and all this people shall also go to their place in peace. And Moses listened to the voice of his father-in-law, and did all that he had said. And Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. And they judged the people at all times. The hard causes they brought to Moses, but every small matter they judged themselves.

If a man shall deliver to his neighbor silver or stuff to keep, and it is stolen out of the man's house; if the thief is found, let him pay double. If the thief is not found, then the master of the house shall be brought to the judges, whether he has put his hand to his neighbor's goods. For every case of trespass, for ox, for ass, for sheep, for clothing, for any kind of lost thing, which another claims to be his, the cause of both parties shall come before the judges. And behold, today I am going the way of all the earth. And you know in all your heart and in all your souls that not one thing has failed of all the good things which Jehovah your God spoke concerning you. All have come to pass to you. Not one thing of it has failed. And it shall be, as comes to you every good thing which Jehovah your God has spoken to you has come to you, so shall Jehovah bring on you every evil thing until He has destroyed you from off this good land which Jehovah your God has given you, when you transgress the covenant of Jehovah your God, which He commanded you, and have gone and served other gods, and bowed yourselves to them, then shall the anger of Jehovah be kindled against you, and you shall perish quickly from off the good land which He has given to you. And Solomon spoke to all Israel, to the commanders of thousands and of hundreds, and to the judges, and to every governor in all Israel, the chief of the fathers. And Solomon and all the congregation with him went to the high place at Gibeon.
