Daniel 8:20-22

The ram that you saw that had the two horns symbolizes (represents) the kings of MEDIA and PERSIA. And the rough he-goat is the king of GREECE. The great horn that is between his eyes is the first king. As for that which was broken, in the place where four stood up, four kingdoms shall stand up out of the nation, but not with his power.
