Do you have an arm (power) like God's? Can your voice thunder like his?

THIS IS THE PEOPHESY ABOUT THE MESSIAH. Who has believed our message and to whom has the arm (power) of Jehovah been revealed?

For who has known the mind of Jehovah? Or who has been his counselor? (Isaiah 40:13)

Who has understood the mind of Jehovah, or has instructed him, as his counselor?

The Glory of Israel does not lie or change his mind. He is not a mortal who changes his mind.
