Then were assembled unto me every one that trembled at the words of the God of Israel, because of the transgression of those that had been carried away; and I sat appalled until the evening sacrifice.

A proclamation was circulated throughout Judah and Jerusalem that all the exiles were to be assembled in Jerusalem.

And when the seventh month had come, and the children of Israel were in the cities, the people assembled themselves as one man at Jerusalem.
