This is the third time that I am visiting you. Every fact shall be sustained and confirmed by the testimony of two or three witnesses.

On the evidence of two or three witnesses, he who is to die shall be put to death; he shall not be put to death on the evidence of [only] one witness.

“A single witness shall not appear in a trial against a man for any wrong or any sin which he has committed; [only] on the testimony or evidence of two or three witnesses shall a charge be confirmed.

Even in your own law it is written that the testimony of two persons is true [valid and admissible].


then his father and mother shall take hold of him, and bring him out to the elders of his city at the gateway of his hometown.

“You shall appoint judges and officers in all your cities (gates) which the Lord your God is giving you, according to your tribes, and they shall judge the people with righteous judgment.

Then Hamor and Shechem his son came to the gate of their [walled] city [where the leading men would meet] and spoke with the men of the city, saying,


“His children are far from safety [and included in their father’s ruin],
They are oppressed and crushed in the [court of justice in the city’s] gate,
And there is no one to rescue them.



“Sing of it, you who ride on white donkeys,
You who sit on rich carpets,
And you who walk by the way.

While he was seated on the judgment seat, his wife sent him a message, saying, “Have nothing to do with that righteous and innocent Man; for last night I suffered greatly in a dream because of Him.”

Now the next day Moses sat to judge [the disputes] the people [had with one another], and the people stood around Moses from dawn to dusk.


A spirit of justice for him who sits in judgment [administering the law],
A strength to those who drive back the battle at the gate.


When it was morning, all the chief priests and the elders of the people (Sanhedrin, Jewish High Court) conferred together against Jesus, [plotting how] to put Him to death [since under Roman rule they had no power to execute anyone];

When they heard this, they went into the temple [courtyards] about daybreak and began teaching.

Now when the high priest and his associates arrived, they called together the Council (Sanhedrin, Jewish High Court), even all the council of elders of the sons of Israel, and sent word to the prison for the apostles to be brought [before them].

O house of David, thus says the Lord:

“Administer justice in the morning,
And rescue the one who has been robbed from the hand of his oppressor,
That My wrath will not roar up like fire
And burn so [hotly] that none can extinguish it,
Because of the evil of their deeds.

When day came, the Council of the elders of the people (Sanhedrin, Jewish High Court) assembled, both chief priests and scribes; and they led Jesus away to the council chamber, saying,


And they judged the people at all times; they would bring the difficult cases to Moses, but every minor dispute they judged and decided themselves.

You shall not show partiality in judgment; you shall hear and pay attention to the [cases of the] least [important] as well as the great. You shall not fear man, for the judgment is God’s. The case that is too hard for you [to judge], you shall bring to me, and I will hear it.’

If there arises a matter too hard for you in judgment -- "between one kind of bloodshed and another, between one legality and another, between one kind of assault and another, matters of controversy within your towns -- "then arise and go to the place which the Lord your God chooses. And you shall come to the Levitical priests and to the judge who is in office in those days, and you shall consult them and they shall make clear to you the decision.


And I often punished them [making them suffer] in all the synagogues and tried to force them to blaspheme; and in my extreme rage at them, I kept hunting them even to foreign cities [harassing and persecuting them].

Beware of men [whose nature is to act in opposition to God], for they will hand you over to the courts and flog you in their synagogues;

And I said, ‘Lord, they themselves know [without any doubt] that in one synagogue after another I used to imprison and beat those who believed in You [and Your message of salvation].

For if a man comes into your meeting place wearing a gold ring and fine clothes, and a poor man in dirty clothes also comes in,


Then Moses, Aaron, Nadab, and Abihu, and seventy of the elders of Israel went up [the mountainside],

And the Lord said to Moses, Gather for Me seventy men of the elders of Israel whom you know to be the elders of the people and officers over them; and bring them to the Tent of Meeting and let them stand there with you. And I will come down and talk with you there; and I will take of the Spirit which is upon you and will put It upon them; and they shall bear the burden of the people with you, so that you may not have to bear it yourself alone.

So Moses went out and told the people the words of the Lord, and he gathered seventy men of the elders of the people and set them round about the Tent. And the Lord came down in the cloud and spoke to him, and took of the Spirit that was upon him and put It upon the seventy elders; and when the Spirit rested upon them, they prophesied [sounding forth the praises of God and declaring His will]. Then they did so no more. But there remained two men in the camp named Eldad and Medad. The Spirit rested upon them, and they were of those who were selected and listed, yet they did not go out to the Tent [as told to do], but they prophesied in the camp. read more.
And a young man ran to Moses and said, Eldad and Medad are prophesying [sounding forth the praises of God and declaring His will] in the camp. Joshua son of Nun, the minister of Moses, one of his chosen men, said, My lord Moses, forbid them! But Moses said to him, Are you envious or jealous for my sake? Would that all the Lord's people were prophets and that the Lord would put His Spirit upon them! And Moses went back into the camp, he and the elders of Israel.


Jesus said to them, “I assure you and most solemnly say to you, in the renewal [that is, the Messianic restoration and regeneration of all things] when the Son of Man sits on His glorious throne, you [who have followed Me, becoming My disciples] will also sit on twelve thrones, judging the twelve tribes of Israel.

But you, why do you criticize your brother? Or you again, why do you look down on your [believing] brother or regard him with contempt? For we will all stand before the judgment seat of God [who alone is judge].

Do you not know that the saints (God’s people) will [one day] judge the world? If the world is to be judged by you, are you not competent to try trivial (insignificant, petty) cases?


then it shall be that if the guilty man deserves to be beaten, the judge shall make him lie down and be beaten in his presence with a [certain] number of stripes in proportion to his offense.

Joshua said, “Why have you brought disaster on us? The Lord will bring you disaster this day.” Then all Israel stoned them [to death] with stones; afterward they burned their bodies in the fire.

So Pilate, wishing to satisfy the crowd, set Barabbas free for them; and after having Jesus whipped, he handed [Him] over to be crucified. Then the soldiers led Him away to the courtyard inside the palace, that is, the Praetorium, and they called the entire detachment of soldiers together. And they dressed Him in purple [robe], and, weaving together a crown of thorns, they placed it on Him. read more.
And they began to salute Him, Hail (greetings, good health to You, long life to You), King of the Jews! And they struck His head with a staff made of a [bamboo-like] reed and spat on Him and kept bowing their knees in homage to Him. And when they had [finished] making sport of Him, they took the purple [robe] off of Him and put His own clothes on Him. And they led Him out [of the city] to crucify Him.


But a certain Pharisee in the council (Sanhedrin) named Gamaliel, a teacher of the Law, highly esteemed by all the people, standing up, ordered that the apostles be taken outside for a little while. Then he addressed them [the council, saying]: Men of Israel, take care in regard to what you propose to do concerning these men. For before our time there arose Theudas, asserting himself to be a person of importance, with whom a number of men allied themselves, about 400; but he was killed and all who had listened to and adhered to him were scattered and brought to nothing. read more.
And after this one rose up Judas the Galilean, [who led an uprising] during the time of the census, and drew away a popular following after him; he also perished and all his adherents were scattered. Now in the present case let me say to you, stand off (withdraw) from these men and let them alone. For if this doctrine or purpose or undertaking or movement is of human origin, it will fail (be overthrown and come to nothing); But if it is of God, you will not be able to stop or overthrow or destroy them; you might even be found fighting against God! So, convinced by him, they took his advice; and summoning the apostles, they flogged them and sternly forbade them to speak in or about the name of Jesus, and allowed them to go.

Then Festus, after conferring with [the men who formed] his council, answered, “You have appealed to Caesar; to Caesar you shall go.”

Then the king arose, and the governor and Bernice and all those who were seated with them; And after they had gone out, they said to one another, This man is doing nothing deserving of death or [even] of imprisonment.


Then the king commanded them, “Do this in the fear of the Lord, faithfully and wholeheartedly.

And said to the judges, Be careful what you do, for you judge not for man but for the Lord, and He is with you in the matter of judgment. So now let the reverence and fear of the Lord be upon you; take heed what you do, for there is no injustice with the Lord our God, or partiality or taking of bribes.


“You shall appoint judges and officers in all your cities (gates) which the Lord your God is giving you, according to your tribes, and they shall judge the people with righteous judgment.

He appointed judges throughout all the fortified cities of Judah, city by city, And said to the judges, Be careful what you do, for you judge not for man but for the Lord, and He is with you in the matter of judgment. So now let the reverence and fear of the Lord be upon you; take heed what you do, for there is no injustice with the Lord our God, or partiality or taking of bribes.


Then Agrippa said to Paul, “You are [now] permitted to speak on your own behalf.” At that, Paul stretched out his hand [as an orator] and made his defense [as follows]:

Then the other woman said, “No! For my son is the one who is living, and your son is the dead one.” But the first woman said, “No! For your son is the dead one, and my son is the living one.” [This is how] they were speaking before the king.

When the governor nodded for him to speak, Paul answered,

“Knowing that for many years you have been a judge over this nation, I make my defense cheerfully and with good courage.


And Agrippa said to Festus, “This man could have been set free if he had not appealed to Caesar (Emperor Nero).”

But when the Jews objected [to my release], I was forced to appeal to Caesar (Emperor Nero), not because I had any charge to make against my nation.

Therefore, if I am guilty and have committed anything worthy of death, I do not try to escape death; but if there is nothing to the accusations which these men are bringing against me, no one can hand me over to them. I appeal to Caesar (Emperor Nero).”


But I say to you that everyone who continues to be angry with his brother or harbors malice against him shall be guilty before the court; and whoever speaks [contemptuously and insultingly] to his brother, ‘Raca (You empty-headed idiot)!’ shall be guilty before the supreme court (Sanhedrin); and whoever says, ‘You fool!’ shall be in danger of the fiery hell.


How blessed [happy and fortunate] is the man whose quiver is filled with them;
They will not be ashamed
When they speak with their enemies [in gatherings] at the [city] gate.


“His children are far from safety [and included in their father’s ruin],
They are oppressed and crushed in the [court of justice in the city’s] gate,
And there is no one to rescue them.


So the chief priests and Pharisees convened a council [of the leaders in Israel], and said, “What are we doing? For this man performs many signs (attesting miracles).

When day came, the Council of the elders of the people (Sanhedrin, Jewish High Court) assembled, both chief priests and scribes; and they led Jesus away to the council chamber, saying,

So they brought them and presented them before the Council (Sanhedrin, Jewish High Court). The high priest questioned them,



“The Lord our God spoke to us at Horeb, saying, ‘You have stayed long enough on this mountain.



For I know your transgressions are many and your sins are great (shocking, innumerable),
You who distress the righteous and take bribes,
And turn away from the poor in the [court of the city] gate [depriving them of justice].

Woe (judgment is coming) to those [judges] who issue evil statutes,
And to those [magistrates] who constantly record unjust and oppressive decisions,


So that we may buy the poor [as slaves] for silver [since they are unable to support themselves]
And the needy for a pair of sandals,
And that we may sell the leftovers of the wheat [as if it were a good grade of grain]?”


The man who acts presumptuously and insolently by not listening to the priest who stands there to serve the Lord your God, nor to the judge, that man shall die; so you shall remove the evil from Israel.

Now Deborah, a prophetess, the wife of Lappidoth, judged Israel at that time. She sat under the palm tree of Deborah between Ramah and Bethel in the hill country of Ephraim, and the Israelites came up to her for judgment.


Come to terms quickly [at the earliest opportunity] with your opponent at law while you are with him on the way [to court], so that your opponent does not hand you over to the judge, and the judge to the guard, and you are thrown into prison.

“You shall appoint judges and officers in all your cities (gates) which the Lord your God is giving you, according to your tribes, and they shall judge the people with righteous judgment.


So Samuel did what the Lord said, and came to Bethlehem. And the elders of the city came trembling to meet him and said, “Do you come in peace?”

But if the man does not want to marry his brother’s [widowed] wife, then she shall go up to the gate [of the city, where court is held] to the elders, and say, ‘My brother-in-law refuses to continue his brother’s name in Israel; he is not willing to perform the duty of a husband’s brother.’


And one woman said, O my lord, I and this woman dwell in one house; and I was delivered of a child with her in the house. And the third day after I was delivered, this woman also was delivered. And we were together; no stranger was with us, just we two in the house. And this woman's child died in the night because she lay on him. read more.
And she arose at midnight and took my son from beside me while your handmaid slept and laid him in her bosom and laid her dead child in my bosom. And when I rose to nurse my child, behold, he was dead. But when I had considered him in the morning, behold, it was not the son I had borne.

But when her owners discovered that their hope of profit was gone, they caught hold of Paul and Silas and dragged them before the authorities in the forum (marketplace), [where trials are held]. And when they had brought them before the magistrates, they declared, These fellows are Jews and they are throwing our city into great confusion. They encourage the practice of customs which it is unlawful for us Romans to accept or observe!


“You shall not accept a bribe, for a bribe blinds the clear-sighted and subverts the testimony and the cause of the righteous.

You shall not distort justice; you shall not be partial, and you shall not take a bribe, for a bribe blinds the eyes of the wise and perverts the words of the righteous.


For the lips of the priest should guard and preserve knowledge [of My law], and the people should seek instruction from his mouth; for he is the messenger of the Lord of hosts.

So you shall come to the Levitical priests or to the judge who is in office at that time, and you shall consult them and they will declare to you the verdict in the case.


Those who had seized Jesus led Him away to Caiaphas, the high priest, where the scribes and the elders (Sanhedrin, Jewish High Court) had gathered [illegally] together.

Now the chief priests and the whole Council (Sanhedrin, Jewish High Court) tried to get false witnesses to testify against Jesus, so that they might [have a reason to] put Him to death.



But when He said this, one of the attendants who stood by struck Jesus, saying, Is that how You answer the high priest? Jesus replied, If I have said anything wrong [if I have spoken abusively, if there was evil in what I said] tell what was wrong with it. But if I spoke rightly and properly, why do you strike Me?


The cities shall be to you as a refuge from the avenger, so that the one who has caused the death of another will not be killed until he has had a [fair] trial before the congregation.

Now Jesus stood before [Pilate] the governor, and the governor asked Him, “Are you the King of the Jews?” [In affirmation] Jesus said to him, “It is as you say.”


‘If anyone sins after he hears a public adjuration (solemn command to testify) when he is a witness, whether he has seen or [otherwise] known [something]—if he fails to report it, then he will bear his guilt and be held responsible.

But Jesus kept silent. And the high priest said to Him, “I call on You to swear a binding oath by the living God, that you tell us whether You are the Christ, the Son of God.”


Then Boaz went up to the city's gate and sat down there, and behold, the kinsman of whom Boaz had spoken came by. He said to him, Ho! Turn aside and sit down here. So he turned aside and sat down. And Boaz took ten men of the elders of the city and said, Sit down here. And they sat down.

So the field of Ephron in Machpelah, which was to the east of Mamre [Hebron] -- "the field and the cave which was in it, and all the trees that were in the field and in all its borders round about -- "was made over As a possession to Abraham in the presence of the Hittites, before all who went in at his city gate. After this, Abraham buried Sarah his wife in the cave of the field of Machpelah to the east of Mamre, that is, Hebron, in the land of Canaan. read more.
The field and the cave in it were conveyed to Abraham for a permanent burial place by the sons of Heth.


I told them that it was not the custom of the Romans to hand over any man [for punishment] before the accused meets his accusers face to face and has the opportunity to defend himself against the charges.

“If there is a controversy between men, and they go to court, and the judges decide [the issue] between them, and they judge in favor of the innocent and condemn the guilty,


Now Jesus stood before [Pilate] the governor, and the governor asked Him, “Are you the King of the Jews?” [In affirmation] Jesus said to him, “It is as you say.”

so they bound Him, and led Him away and handed Him over to Pilate the governor [of Judea, who had the authority to condemn prisoners to death].


Then they drove him out of the city and began stoning him; and the witnesses placed their outer robes at the feet of a young man named Saul.

The hand of the witnesses shall be the first against him to put him to death, and afterward the hand of all the people. So you shall remove the evil from among you.


Moreover Absalom would say, “Oh, that I were appointed judge in the land! Then every man who had a dispute could come to me and I would get justice for him.”

And they judged the people at all times; they would bring the difficult cases to Moses, but every minor dispute they judged and decided themselves.


Furthermore, you shall select from all the people competent men who [reverently] fear God, men of truth, those who hate dishonest gain; you shall place these over the people as leaders of thousands, of hundreds, of fifties and of tens.

Moses chose able men from all Israel and made them heads over the people, leaders of thousands, of hundreds, of fifties and of tens [from the highest to the lowest judicial levels].


nor shall you favor or be partial to a poor man in his dispute [simply because he is poor].

“You shall not pervert (bend) the justice due to your poor in his dispute.


the commander ordered him to be brought into the barracks, stating that he was to be interrogated with a whip in order to learn why the people were shouting against him that way.

So those who were about to interrogate him by torture immediately let him go; and the commander was also afraid when he realized that Paul was a Roman and he had put him in chains.


Then the Jews led Jesus from Caiaphas to the Praetorium (governor’s palace). Now it was early and the Jews did not enter the Praetorium so that they would not be [ceremonially] unclean, but might [be able to] eat [and participate in the Feast of Unleavened Bread which began after] the Passover [supper].

He went into the Praetorium again and said to Jesus, “Where are You from?” But Jesus did not answer him.


And you shall do according to the decision which they declare to you from that place which the Lord chooses; and you shall be watchful to do according to all that they tell you; According to the decision of the law which they shall teach you and the judgment which they shall announce to you, you shall do; you shall not turn aside from the verdict they give you, either to the right hand or the left.


He appointed judges throughout all the fortified cities of Judah, city by city, And said to the judges, Be careful what you do, for you judge not for man but for the Lord, and He is with you in the matter of judgment. So now let the reverence and fear of the Lord be upon you; take heed what you do, for there is no injustice with the Lord our God, or partiality or taking of bribes. read more.
Also in Jerusalem, Jehoshaphat set certain Levites, priests, and heads of families of Israel to give judgment for the Lord and decide controversies. When they [of the commission] returned to Jerusalem, The king charged them, Do this in the fear of the Lord, faithfully, with integrity and a blameless heart. Whenever any controversy shall come to you from your brethren who dwell in their cities, between blood and blood, between law and commandment, statutes and judgments, you shall warn and instruct them that they may not be guilty before the Lord; otherwise wrath will come upon you and your brethren. Do this and you will not be guilty.


“You shall appoint judges and officers in all your cities (gates) which the Lord your God is giving you, according to your tribes, and they shall judge the people with righteous judgment.


The judges shall investigate thoroughly, and if the witness is a false witness, and he has accused his brother falsely,


then you shall do to him just as he had intended to do to his brother. So you shall remove the evil from among you.


And the high priest stood up and said, Have You no answer to make? What about this that these men testify against You? But Jesus kept silent. And the high priest said to Him, I call upon you to swear by the living God, and tell us whether you are the Christ, the Son of God. Jesus said to him, You have stated [the fact]. More than that, I tell you: You will in the future see the Son of Man seated at the right hand of the Almighty and coming on the clouds of the sky. read more.
Then the high priest tore his clothes and exclaimed, He has uttered blasphemy! What need have we of further evidence? You have now heard His blasphemy. What do you think now? They answered, He deserves to be put to death.


But those who had seized Jesus took Him away to Caiaphas, the high priest, where the scribes and the elders had assembled. But Peter followed Him at a distance, as far as the courtyard of the high priest's home; he even went inside and sat with the guards to see the end.


“If any case is too difficult for you to judge—between one kind of homicide and another, between one kind of lawsuit and another, between one kind of assault and another, being controversial issues in your courts—then you shall arise and go to the place which the Lord your God chooses.


Then the high priest tore his clothes and exclaimed, He has uttered blasphemy! What need have we of further evidence? You have now heard His blasphemy. What do you think now? They answered, He deserves to be put to death.


Next day Moses sat to judge the people, and the people stood around Moses from morning till evening. When Moses' father-in-law saw all that he was doing for the people, he said, What is this that you do for the people? Why do you sit alone, and all the people stand around you from morning till evening? Moses said to his father-in-law, Because the people come to me to inquire of God. read more.
When they have a dispute they come to me, and I judge between a man and his neighbor, and I make them know the statutes of God and His laws. Moses' father-in-law said to him, The thing that you are doing is not good. You will surely wear out both yourself and this people with you, for the thing is too heavy for you; you are not able to perform it all by yourself. Listen now to [me]; I will counsel you, and God will be with you. You shall represent the people before God, bringing their cases and causes to Him, Teaching them the decrees and laws, showing them the way they must walk and the work they must do.


“Bring the one who has cursed [the Lord] outside the camp, and let all who heard him lay their hands on his head [as witnesses to his guilt]; then let all the congregation stone him.


Open your mouth for the dumb [those unable to speak for themselves], for the rights of all who are left desolate and defenseless; Open your mouth, judge righteously, and administer justice for the poor and needy.


These are the things which you should do: speak the truth with one another; judge with truth and pronounce the judgment that brings peace in [the courts at] your gates.


But when Paul was about to open his mouth to reply, Gallio said to the Jews, If it were a matter of some misdemeanor or villainy, O Jews, I should have cause to bear with you and listen; But since it is merely a question [of doctrine] about words and names and your own law, see to it yourselves; I decline to be a judge of such matters and I have no intention of trying such cases.


But when they had stretched him out with the thongs (leather straps), Paul asked the centurion who was standing by, Is it legal for you to flog a man who is a Roman citizen and uncondemned [without a trial]? When the centurion heard that, he went to the commandant and said to him, What are you about to do? This man is a Roman citizen! So the commandant came and said to [Paul], Tell me, are you a Roman citizen? And he said, Yes [indeed]! read more.
The commandant replied, I purchased this citizenship [as a capital investment] for a big price. Paul said, But I was born [Roman]! Instantly those who were about to examine and flog him withdrew from him; and the commandant also was frightened, for he realized that [Paul] was a Roman citizen and he had put him in chains.


And in wrath his master turned him over to the torturers (jailers) until he paid all that he owed.


In a controversy they shall take their stand to act as judges; they shall judge it in accordance with My ordinances. They shall also keep My laws and My statutes in all My appointed feasts and sanctify My Sabbaths.


Let every person be loyally subject to the governing (civil) authorities. For there is no authority except from God [by His permission, His sanction], and those that exist do so by God's appointment. Therefore he who resists and sets himself up against the authorities resists what God has appointed and arranged [in divine order]. And those who resist will bring down judgment upon themselves [receiving the penalty due them]. For civil authorities are not a terror to [people of] good conduct, but to [those of] bad behavior. Would you have no dread of him who is in authority? Then do what is right and you will receive his approval and commendation. read more.
For he is God's servant for your good. But if you do wrong, [you should dread him and] be afraid, for he does not bear and wear the sword for nothing. He is God's servant to execute His wrath (punishment, vengeance) on the wrongdoer. Therefore one must be subject, not only to avoid God's wrath and escape punishment, but also as a matter of principle and for the sake of conscience.


Woe (judgment is coming) to those [judges] who issue evil statutes,
And to those [magistrates] who constantly record unjust and oppressive decisions,


Then Joshua said to Achan, “My son, I implore you, give glory to the Lord, the God of Israel, and give praise to Him [in recognition of His righteous judgments]; and tell me now what you have done. Do not hide it from me.”



“Sing of it, you who ride on white donkeys,

And you who walk by the way.


Then Pilate said to them, “Take Him yourselves and judge Him according to your own law.” The Jews said, “We are not permitted to put anyone to death.”


For while you are going with your opponent [at law] to appear before a magistrate, on the way make an effort to settle, so that he does not drag you before the judge, and the judge does not [rule against you and] turn you over to the officer, and the officer does not throw you into prison.


Five days later, the high priest Ananias came down [from Jerusalem to Caesarea] with some elders and an attorney named Tertullus [acting as spokesman and counsel]. They presented to the governor their [formal] charges against Paul.


“Does our Law convict someone without first giving him a hearing and finding out what he is [accused of] doing?”


and ordered his accusers to come before you.] By interrogating him yourself concerning all these matters you will be able to determine [the truth about] these things with which we charge him.”


“You, Ezra, are to appoint magistrates and judges in accordance with the wisdom and instruction of your God which is in your hand, so that they may judge all the people who are in the province west of the [Euphrates] River; appoint those who know the laws of your God; and you may teach anyone who does not know them.
