'Sign' in the Bible
And God said, “This is the sign of the covenant I am making between Me and you and every living creature with you, a covenant for all future generations:
I have placed My bow in the clouds, and it will be a sign of the covenant between Me and the earth.
God said to Noah, “This is the sign of the covenant that I have confirmed between Me and every creature on earth.”
You must circumcise the flesh of your foreskin to serve as a sign of the covenant between Me and you.
He answered, “I will certainly be with you, and this will be the sign to you that I have sent you: when you bring the people out of Egypt, you will all worship God at this mountain.”
“If they will not believe you and will not respond to the evidence of the first sign, they may believe the evidence of the second sign.
I will make a distinction between My people and your people. This sign will take place tomorrow.”
Let it serve as a sign for you on your hand and as a reminder on your forehead, so that the Lord’s instruction may be in your mouth; for the Lord brought you out of Egypt with a strong hand.

This is also why the crowd met Him, because they heard He had done this sign.
Pilate also had a sign lettered and put on the cross. The inscription was: JESUS THE NAZARENETHE KING OF THE JEWS.
Many of the Jews read this sign, because the place where Jesus was crucified was near the city, and it was written in Hebrew, Latin, and Greek.

It follows that speaking in other languages is intended as a sign, not for believers but for unbelievers. But prophecy is not for unbelievers but for believers.
