"Since they have no shepherd, they have been scattered around and have become prey for all sorts of wild animals. How scattered they are!
That's how I'll save my sheep so they won't be plundered any longer. I'm going to judge between one sheep and another.'"

All this is because of Jacob's rebellion and the sins of the nation of Israel. How has Jacob rebelled, you ask? Samaria epitomizes their rebellion! Where are Judah's pagan worship centers, you ask? They are right in Jerusalem!
