GOVERNMENT OF THE HEBREWS. The posterity of Jacob, while remaining in Egypt, maintained, notwithstanding the augmentation of their numbers, that patriarchal form of government which is so prevalent among the nomades. Every father of a family exercised a father's authority over those of his own household. Every tribe obeyed its own prince, ????, who was originally the first-born of the founder of the tribe, but who, in process of time, appears to have been elected. As the people increased in numbers, various heads of families united together, and selected some individual from their own body, who was somewhat distinguished, for their leader. Perhaps the choice was made merely by tacit consent; and, without giving him the title of ruler in form, they were willing, while convinced of his virtues, to render submission to his will. Such a union of families was denominated "the house of the father;" and "the house of the father of the families," Nu 3:24,30,35. In other instances, although the number varied, being sometimes more and sometimes less than a thousand, it was denominated, ???? ?????, a thousand. "Now therefore present yourselves before the Lord by your tribes, and by your thousands;" "the thousands of Judah;" "the thousands of Israel," &c, 1Sa 10:19; 23:23; Jg 6:15; Nu 26:5-50. The heads of these united families were designated "heads of thousands," Nu 1:16; 10:4. They held themselves in subjection to the "princes of the tribes." Both the princes and heads of families are mentioned under the common names of ?????, seniors or senators, and ????? ???? heads of tribes. Following the law of reason, and the rules established by custom, they governed with a paternal authority the tribes and united families; and, while they left the minor concerns to the heads of individual families, aimed to superintend and promote the best interests of the community generally. Originally, it fell to the princes of the tribes themselves to keep genealogical tables: subsequently, they employed scribes especially for this purpose, who, in the progress of time, acquired so great authority, that under the name of ??????, translated, in the English version, officers, they were permitted to exercise a share in the government of the nation. It was by magistrates of this description that the Hebrews were governed while they remained in Egypt; and the Egyptian kings made no objection to it, Ex 3:16; 5:1,14-15,19.
2. The posterity of Abraham, Isaac, and Jacob were set apart and destined to the great object of preserving and transmitting the true religion, Ge 18:16-20; 17:9-14; 12:3; 22:18; 28:14. Having increased in numbers, it appeared very evident that they could not live among nations given to idolatry without running the hazard of becoming infected with the same evil. They were, therefore, in the providence of God, assigned to a particular country, the extent of which was so small, that they were obliged, if they would live independently of other nations, to give up in a great measure the life of shepherds, and devote themselves to agriculture. Farther: very many of the Hebrews during their residence in Egypt had fallen into idolatrous habits. These were to be brought back again to the knowledge of the true God, and all were to be excited to engage in those undertakings which should be found necessary for the support of the true religion. All the Mosaic institutions aim at the accomplishment of these objects. The fundamental principle, therefore, of those institutions was this,

You shall teach them the statutes and the laws, and shall show them the way in which they must walk, and the work that they must do. Moreover you shall provide out of all the people able men, such as fear God: men of truth, hating unjust gain; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. Let them judge the people at all times. It shall be that every great matter they shall bring to you, but every small matter they shall judge themselves. So shall it be easier for you, and they shall share the load with you. If you will do this thing, and God commands you so, then you will be able to endure, and all of these people also will go to their place in peace." So Moses listened to the voice of his father-in-law, and did all that he had said. Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. They judged the people at all times. They brought the hard causes to Moses, but every small matter they judged themselves.

The Levites purified themselves from sin, and they washed their clothes; and Aaron offered them for a wave offering before Yahweh; and Aaron made atonement for them to cleanse them. After that, the Levites went in to do their service in the Tent of Meeting before Aaron, and before his sons: as Yahweh had commanded Moses concerning the Levites, so they did to them. Yahweh spoke to Moses, saying, "This is that which belongs to the Levites: from twenty-five years old and upward they shall go in to wait on the service in the work of the Tent of Meeting; and from the age of fifty years they shall cease waiting on the work, and shall serve no more, but shall minister with their brothers in the Tent of Meeting, to perform the duty, and shall do no service. The anger of Yahweh was kindled against them; and he departed. The cloud departed from over the Tent; and behold, Miriam was leprous, as white as snow. Aaron looked at Miriam, and behold, she was leprous. Aaron said to Moses, "Oh, my lord, please don't count this sin against us, in which we have done foolishly, and in which we have sinned. Let her not, I pray, be as one dead, of whom the flesh is half consumed when he comes out of his mother's womb." Moses cried to Yahweh, saying, "Heal her, God, I beg you!" Yahweh said to Moses, "If her father had but spit in her face, shouldn't she be ashamed seven days? Let her be shut up outside of the camp seven days, and after that she shall be brought in again." Miriam was shut up outside of the camp seven days, and the people didn't travel until Miriam was brought in again.

Yahweh said to Moses, "Put back the rod of Aaron before the testimony, to be kept for a token against the children of rebellion; that you may make an end of their murmurings against me, that they not die." Is the iniquity of Peor too little for us, from which we have not cleansed ourselves to this day, although there came a plague on the congregation of Yahweh, that you must turn away this day from following Yahweh? It will be, since you rebel today against Yahweh, that tomorrow he will be angry with the whole congregation of Israel. However, if the land of your possession is unclean, then pass over to the land of the possession of Yahweh, in which Yahweh's tabernacle dwells, and take possession among us; but don't rebel against Yahweh, nor rebel against us, in building an altar other than the altar of Yahweh our God. Didn't Achan the son of Zerah commit a trespass in the devoted thing, and wrath fell on all the congregation of Israel? That man didn't perish alone in his iniquity.'" Then the children of Reuben and the children of Gad and the half-tribe of Manasseh answered, and spoke to the heads of the thousands of Israel, "The Mighty One, God, Yahweh, the Mighty One, God, Yahweh, he knows; and Israel shall know: if it was in rebellion, or if in trespass against Yahweh (don't save us this day), that we have built us an altar to turn away from following Yahweh; or if to offer burnt offering or meal offering, or if to offer sacrifices of peace offerings, let Yahweh himself require it. "If we have not out of concern done this, and for a reason, saying, 'In time to come your children might speak to our children, saying, "What have you to do with Yahweh, the God of Israel? For Yahweh has made the Jordan a border between us and you, you children of Reuben and children of Gad. You have no portion in Yahweh."' So your children might make our children cease from fearing Yahweh. "Therefore we said, 'Let's now prepare to build ourselves an altar, not for burnt offering, nor for sacrifice; but it will be a witness between us and you, and between our generations after us, that we may perform the service of Yahweh before him with our burnt offerings, with our sacrifices, and with our peace offerings;' that your children may not tell our children in time to come, 'You have no portion in Yahweh.' "Therefore we said, 'It shall be, when they tell us or our generations this in time to come, that we shall say, "Behold the pattern of the altar of Yahweh, which our fathers made, not for burnt offering, nor for sacrifice; but it is a witness between us and you."' "Far be it from us that we should rebel against Yahweh, and turn away this day from following Yahweh, to build an altar for burnt offering, for meal offering, or for sacrifice, besides the altar of Yahweh our God that is before his tabernacle!" When Phinehas the priest, and the princes of the congregation, even the heads of the thousands of Israel that were with him, heard the words that the children of Reuben and the children of Gad and the children of Manasseh spoke, it pleased them well. Phinehas the son of Eleazar the priest said to the children of Reuben, to the children of Gad, and to the children of Manasseh, "Today we know that Yahweh is in the midst of us, because you have not committed this trespass against Yahweh. Now you have delivered the children of Israel out of the hand of Yahweh." Phinehas the son of Eleazar the priest, and the princes, returned from the children of Reuben, and from the children of Gad, out of the land of Gilead, to the land of Canaan, to the children of Israel, and brought them word again. The thing pleased the children of Israel; and the children of Israel blessed God, and spoke no more of going up against them to war, to destroy the land in which the children of Reuben and the children of Gad lived. The children of Reuben and the children of Gad named the altar "A Witness Between Us that Yahweh is God."

Jotham ran away, and fled, and went to Beer, and lived there, for fear of Abimelech his brother. Abimelech was prince over Israel three years. God sent an evil spirit between Abimelech and the men of Shechem; and the men of Shechem dealt treacherously with Abimelech: that the violence done to the seventy sons of Jerubbaal might come, and that their blood might be laid on Abimelech their brother, who killed them, and on the men of Shechem, who strengthened his hands to kill his brothers. The men of Shechem set an ambush for him on the tops of the mountains, and they robbed all who came along that way by them: and it was told Abimelech. He said to Abimelech, "Increase your army, and come out!" When Zebul the ruler of the city heard the words of Gaal the son of Ebed, his anger was kindled. He sent messengers to Abimelech craftily, saying, "Behold, Gaal the son of Ebed and his brothers are come to Shechem; and behold, they constrain the city [to take part] against you. Now therefore, go up by night, you and the people who are with you, and lie in wait in the field: and it shall be, that in the morning, as soon as the sun is up, you shall rise early, and rush on the city; and behold, when he and the people who are with him come out against you, then may you do to them as you shall find occasion." Abimelech rose up, and all the people who were with him, by night, and they laid wait against Shechem in four companies. Gaal the son of Ebed went out, and stood in the entrance of the gate of the city: and Abimelech rose up, and the people who were with him, from the ambush. When Gaal saw the people, he said to Zebul, "Behold, people are coming down from the tops of the mountains." Zebul said to him, "You see the shadow of the mountains as if they were men." Gaal spoke again and said, "Behold, people are coming down by the middle of the land, and one company comes by the way of the oak of Meonenim." Then Zebul said to him, "Now where is your mouth, that you said, 'Who is Abimelech, that we should serve him?' Isn't this the people that you have despised? Please go out now and fight with them." Gaal went out before the men of Shechem, and fought with Abimelech. Abimelech chased him, and he fled before him, and many fell wounded, even to the entrance of the gate. Abimelech lived at Arumah: and Zebul drove out Gaal and his brothers, that they should not dwell in Shechem. It happened on the next day, that the people went out into the field; and they told Abimelech. He took the people, and divided them into three companies, and laid wait in the field; and he looked, and behold, the people came forth out of the city; He rose up against them, and struck them. Abimelech, and the companies that were with him, rushed forward, and stood in the entrance of the gate of the city: and the two companies rushed on all who were in the field, and struck them. Abimelech fought against the city all that day; and he took the city, and killed the people who were therein: and he beat down the city, and sowed it with salt. When all the men of the tower of Shechem heard of it, they entered into the stronghold of the house of Elberith.

Jephthah said to the elders of Gilead, "If you bring me home again to fight with the children of Ammon, and Yahweh deliver them before me, shall I be your head?" The elders of Gilead said to Jephthah, "Yahweh shall be witness between us; surely according to your word so will we do." Then Jephthah went with the elders of Gilead, and the people made him head and chief over them: and Jephthah spoke all his words before Yahweh in Mizpah.
Then all the children of Israel went out, and the congregation was assembled as one man, from Dan even to Beersheba, with the land of Gilead, to Yahweh at Mizpah.
So all the men of Israel were gathered against the city, knit together as one man. The tribes of Israel sent men through all the tribe of Benjamin, saying, "What wickedness is this that is happen among you? read more. Now therefore deliver up the men, the base fellows, who are in Gibeah, that we may put them to death, and put away evil from Israel." But Benjamin would not listen to the voice of their brothers the children of Israel. The children of Benjamin gathered themselves together out of the cities to Gibeah, to go out to battle against the children of Israel. The children of Benjamin were numbered on that day out of the cities twenty-six thousand men who drew the sword, besides the inhabitants of Gibeah, who were numbered seven hundred chosen men. Among all this people there were seven hundred chosen men left-handed; everyone could sling stones at a hair-breadth, and not miss. The men of Israel, besides Benjamin, were numbered four hundred thousand men who drew sword: all these were men of war. The children of Israel arose, and went up to Bethel, and asked counsel of God; and they said, "Who shall go up for us first to battle against the children of Benjamin?" Yahweh said, "Judah [shall go up] first."

Benjamin went forth against them out of Gibeah the second day, and destroyed down to the ground of the children of Israel again eighteen thousand men; all these drew the sword. Then all the children of Israel, and all the people, went up, and came to Bethel, and wept, and sat there before Yahweh, and fasted that day until evening; and they offered burnt offerings and peace offerings before Yahweh. All the men of Israel rose up out of their place, and set themselves in array at Baal Tamar: and the ambushers of Israel broke forth out of their place, even out of Maareh Geba. There came over against Gibeah ten thousand chosen men out of all Israel, and the battle was severe; but they didn't know that evil was close on them. Yahweh struck Benjamin before Israel; and the children of Israel destroyed of Benjamin that day twenty-five thousand one hundred men: all these drew the sword. So the children of Benjamin saw that they were struck; for the men of Israel gave place to Benjamin, because they trusted the ambushers whom they had set against Gibeah. The ambushers hurried, and rushed on Gibeah; and the ambushers drew themselves along, and struck all the city with the edge of the sword. Now the appointed sign between the men of Israel and the ambushers was that they should make a great cloud of smoke rise up out of the city. The men of Israel turned in the battle, and Benjamin began to strike and kill of the men of Israel about thirty persons; for they said, "Surely they are struck down before us, as in the first battle." But when the cloud began to arise up out of the city in a pillar of smoke, the Benjamites looked behind them; and behold, the whole of the city went up in smoke to the sky. The men of Israel turned, and the men of Benjamin were dismayed; for they saw that evil had come on them. Therefore they turned their backs before the men of Israel to the way of the wilderness; but the battle followed hard after them; and those who came out of the cities destroyed them in its midst. They surrounded the Benjamites, chased them, [and] trod them down at [their] resting place, as far as over against Gibeah toward the sunrise. There fell of Benjamin eighteen thousand men; all these [were] men of valor. They turned and fled toward the wilderness to the rock of Rimmon: and they gleaned of them in the highways five thousand men, and followed hard after them to Gidom, and struck of them two thousand men. So that all who fell that day of Benjamin were twenty-five thousand men who drew the sword; all these [were] men of valor.
Yahweh said to Samuel, "Listen to the voice of the people in all that they tell you; for they have not rejected you, but they have rejected me, that I should not be king over them.

Samuel called the people together to Yahweh to Mizpah; and he said to the children of Israel, "Thus says Yahweh, the God of Israel, 'I brought up Israel out of Egypt, and I delivered you out of the hand of the Egyptians, and out of the hand of all the kingdoms that oppressed you:' read more. but you have this day rejected your God, who himself saves you out of all your calamities and your distresses; and you have said to him, '[No], but set a king over us.' Now therefore present yourselves before Yahweh by your tribes, and by your thousands."

Therefore they asked of Yahweh further, "Is there yet a man to come here?" Yahweh answered, "Behold, he has hidden himself among the baggage." They ran and fetched him there; and when he stood among the people, he was higher than any of the people from his shoulders and upward. Samuel said to all the people, "You see him whom Yahweh has chosen, that there is none like him among all the people?" All the people shouted, and said, "[Long] live the king!"
Then Samuel said to the people, "Come, and let us go to Gilgal, and renew the kingdom there." All the people went to Gilgal; and there they made Saul king before Yahweh in Gilgal; and there they offered sacrifices of peace offerings before Yahweh; and there Saul and all the men of Israel rejoiced greatly.
If you will fear Yahweh, and serve him, and listen to his voice, and not rebel against the commandment of Yahweh, and both you and also the king who reigns over you are followers of Yahweh your God, [well]: but if you will not listen to the voice of Yahweh, but rebel against the commandment of Yahweh, then will the hand of Yahweh be against you, as it was against your fathers.
Samuel said to the people, "Don't be afraid. You have indeed done all this evil; yet don't turn aside from following Yahweh, but serve Yahweh with all your heart. Don't turn aside; for [then you would go] after vain things which can't profit nor deliver, for they are vain. read more. For Yahweh will not forsake his people for his great name's sake, because it has pleased Yahweh to make you a people to himself.
Only fear Yahweh, and serve him in truth with all your heart; for consider how great things he has done for you. But if you shall still do wickedly, you shall be consumed, both you and your king."
The Philistines assembled themselves together to fight with Israel, thirty thousand chariots, and six thousand horsemen, and people as the sand which is on the seashore in multitude: and they came up, and encamped in Michmash, eastward of Beth Aven. When the men of Israel saw that they were in a strait (for the people were distressed), then the people did hide themselves in caves, and in thickets, and in rocks, and in coverts, and in pits. read more. Now some of the Hebrews had gone over the Jordan to the land of Gad and Gilead; but as for Saul, he was yet in Gilgal, and all the people followed him trembling. He stayed seven days, according to the set time that Samuel [had appointed]: but Samuel didn't come to Gilgal; and the people were scattered from him. Saul said, "Bring here the burnt offering to me, and the peace offerings." He offered the burnt offering. It came to pass that as soon as he had made an end of offering the burnt offering, behold, Samuel came; and Saul went out to meet him, that he might greet him. Samuel said, "What have you done?" Saul said, "Because I saw that the people were scattered from me, and that you didn't come within the days appointed, and that the Philistines assembled themselves together at Michmash; therefore I said, 'Now the Philistines will come down on me to Gilgal, and I haven't entreated the favor of Yahweh.' I forced myself therefore, and offered the burnt offering." Samuel said to Saul, "You have done foolishly. You have not kept the commandment of Yahweh your God, which he commanded you; for now Yahweh would have established your kingdom on Israel forever. But now your kingdom shall not continue. Yahweh has sought for himself a man after his own heart, and Yahweh has appointed him to be prince over his people, because you have not kept that which Yahweh commanded you."
Samuel said to Saul, "Yahweh sent me to anoint you to be king over his people, over Israel. Now therefore listen to the voice of the words of Yahweh. Thus says Yahweh of Armies, 'I have marked that which Amalek did to Israel, how he set himself against him in the way, when he came up out of Egypt. read more. Now go and strike Amalek, and utterly destroy all that they have, and don't spare them; but kill both man and woman, infant and nursing baby, ox and sheep, camel and donkey.'" Saul summoned the people, and numbered them in Telaim, two hundred thousand footmen, and ten thousand men of Judah. Saul came to the city of Amalek, and laid wait in the valley. Saul said to the Kenites, "Go, depart, go down from among the Amalekites, lest I destroy you with them; for you showed kindness to all the children of Israel, when they came up out of Egypt." So the Kenites departed from among the Amalekites. Saul struck the Amalekites, from Havilah as you go to Shur, that is before Egypt. He took Agag the king of the Amalekites alive, and utterly destroyed all the people with the edge of the sword. But Saul and the people spared Agag, and the best of the sheep, and of the cattle, and of the fatlings, and the lambs, and all that was good, and wouldn't utterly destroy them: but everything that was vile and refuse, that they destroyed utterly. Then the word of Yahweh came to Samuel, saying, "It grieves me that I have set up Saul to be king; for he is turned back from following me, and has not performed my commandments." Samuel was angry; and he cried to Yahweh all night. Samuel rose early to meet Saul in the morning; and it was told Samuel, saying, "Saul came to Carmel, and behold, he set up a monument for himself, and turned, and passed on, and went down to Gilgal." Samuel came to Saul; and Saul said to him, "You are blessed by Yahweh! I have performed the commandment of Yahweh." Samuel said, "Then what does this bleating of the sheep in my ears, and the lowing of the cattle which I hear mean?" Saul said, "They have brought them from the Amalekites; for the people spared the best of the sheep and of the cattle, to sacrifice to Yahweh your God. We have utterly destroyed the rest." Then Samuel said to Saul, "Stay, and I will tell you what Yahweh has said to me last night." He said to him, "Say on." Samuel said, "Though you were little in your own sight, weren't you made the head of the tribes of Israel? Yahweh anointed you king over Israel; and Yahweh sent you on a journey, and said, 'Go, and utterly destroy the sinners the Amalekites, and fight against them until they are consumed.' Why then didn't you obey the voice of Yahweh, but took the spoils, and did that which was evil in the sight of Yahweh?" Saul said to Samuel, "But I have obeyed the voice of Yahweh, and have gone the way which Yahweh sent me, and have brought Agag the king of Amalek, and have utterly destroyed the Amalekites. But the people took of the spoil, sheep and cattle, the chief of the devoted things, to sacrifice to Yahweh your God in Gilgal." Samuel said, "Has Yahweh as great delight in burnt offerings and sacrifices, as in obeying the voice of Yahweh? Behold, to obey is better than sacrifice, and to listen than the fat of rams. For rebellion is as the sin of witchcraft, and stubbornness is as idolatry and teraphim. Because you have rejected the word of Yahweh, he has also rejected you from being king." Saul said to Samuel, "I have sinned; for I have transgressed the commandment of Yahweh, and your words, because I feared the people, and obeyed their voice. Now therefore, please pardon my sin, and turn again with me, that I may worship Yahweh." Samuel said to Saul, "I will not return with you; for you have rejected the word of Yahweh, and Yahweh has rejected you from being king over Israel." As Samuel turned about to go away, Saul grabbed the skirt of his robe, and it tore. Samuel said to him, "Yahweh has torn the kingdom of Israel from you this day, and has given it to a neighbor of yours who is better than you. Also the Strength of Israel will not lie nor repent; for he is not a man, that he should repent." Then he said, "I have sinned: yet please honor me now before the elders of my people, and before Israel, and come back with me, that I may worship Yahweh your God." So Samuel went back with Saul; and Saul worshiped Yahweh.
Yahweh said to Samuel, "How long will you mourn for Saul, since I have rejected him from being king over Israel? Fill your horn with oil, and go. I will send you to Jesse the Bethlehemite; for I have provided a king for myself among his sons." Samuel said, "How can I go? If Saul hears it, he will kill me." Yahweh said, "Take a heifer with you, and say, I have come to sacrifice to Yahweh. read more. Call Jesse to the sacrifice, and I will show you what you shall do. You shall anoint to me him whom I name to you."
See therefore, and take knowledge of all the lurking places where he hides himself, and come again to me with certainty, and I will go with you: and it shall happen, if he is in the land, that I will search him out among all the thousands of Judah."
Then came all the tribes of Israel to David to Hebron, and spoke, saying, "Behold, we are your bone and your flesh. In times past, when Saul was king over us, it was you who led out and brought in Israel. Yahweh said to you, 'You shall be shepherd of my people Israel, and you shall be prince over Israel.'" read more. So all the elders of Israel came to the king to Hebron; and king David made a covenant with them in Hebron before Yahweh; and they anointed David king over Israel.
I will establish his kingdom forever, if he continues to do my commandments and my ordinances, as at this day.' Now therefore, in the sight of all Israel, the assembly of Yahweh, and in the audience of our God, observe and seek out all the commandments of Yahweh your God; that you may possess this good land, and leave it for an inheritance to your children after you forever. read more. You, Solomon my son, know the God of your father, and serve him with a perfect heart and with a willing mind; for Yahweh searches all hearts, and understands all the imaginations of the thoughts. If you seek him, he will be found by you; but if you forsake him, he will cast you off forever. Take heed now; for Yahweh has chosen you to build a house for the sanctuary. Be strong, and do it."
Be it known now to the king that if this city is built, and the walls finished, they will not pay tribute, custom, or toll, and in the end it will be hurtful to the kings.
Also we inform you, that touching any of the priests and Levites, the singers, porters, Nethinim, or servants of this house of God, it shall not be lawful to impose tribute, custom, or toll, on them.
but with righteousness he will judge the poor, and decide with equity for the humble of the earth. He will strike the earth with the rod of his mouth; and with the breath of his lips he will kill the wicked.
