When they left Pharaoh's presence, they met Moses and Aaron as they were waiting for them. They said to them, "May the LORD look upon you and judge you, for you have made us odious in Pharaoh's sight and in the sight of his servants, to put a sword in their hand to kill us."
But on the next day all the congregation of the sons of Israel grumbled against Moses and Aaron, saying, “You are the ones who have caused the death of the Lord’s people.”
"Yet you were not willing to go up, but rebelled against the command of the LORD your God; and you grumbled in your tents and said, 'Because the LORD hates us, He has brought us out of the land of Egypt to deliver us into the hand of the Amorites to destroy us. 'Where can we go up? Our brethren have made our hearts melt, saying, "The people are bigger and taller than we; the cities are large and fortified to heaven. And besides, we saw the sons of the Anakim there."'
The whole congregation of the sons of Israel grumbled against Moses and Aaron in the wilderness. The sons of Israel said to them, "Would that we had died by the LORD'S hand in the land of Egypt, when we sat by the pots of meat, when we ate bread to the full; for you have brought us out into this wilderness to kill this whole assembly with hunger."
Therefore the people quarreled with Moses and said, "Give us water that we may drink " And Moses said to them, "Why do you quarrel with me? Why do you test the LORD?" But the people thirsted there for water; and they grumbled against Moses and said, "Why, now, have you brought us up from Egypt, to kill us and our children and our livestock with thirst?"
So the people grumbled at Moses, saying, “What shall we drink?”
All the sons of Israel grumbled against Moses and Aaron; and the whole congregation said to them, "Would that we had died in the land of Egypt! Or would that we had died in this wilderness! "Why is the LORD bringing us into this land, to fall by the sword? Our wives and our little ones will become plunder; would it not be better for us to return to Egypt?" So they said to one another, "Let us appoint a leader and return to Egypt."
There was no water for the congregation, and they assembled themselves against Moses and Aaron. The people thus contended with Moses and spoke, saying, "If only we had perished when our brothers perished before the LORD! "Why then have you brought the LORD'S assembly into this wilderness, for us and our beasts to die here? read more.
"Why have you made us come up from Egypt, to bring us in to this wretched place? It is not a place of grain or figs or vines or pomegranates, nor is there water to drink."

It came about, as soon as Moses came near the camp, that he saw the calf and the dancing; and Moses’ anger burned, and he threw the tablets from his hands and shattered them at the foot of the mountain.

"Was it I who conceived all this people? "You will surely wear out, both yourself and these people who are with you, for the task is too heavy for you; you cannot do it alone. "Now listen to me: I will give you counsel, and God be with you. You be the people's representative before God, and you bring the disputes to God, then teach them the statutes and the laws, and make known to them the way in which they are to walk and the work they are to do. "Furthermore, you shall select out of all the people able men who fear God, men of truth, those who hate dishonest gain; and you shall place these over them as leaders of thousands, of hundreds, of fifties and of tens. "Let them judge the people at all times; and let it be that every major dispute they will bring to you, but every minor dispute they themselves will judge So it will be easier for you, and they will bear the burden with you. "If you do this thing and God so commands you, then you will be able to endure, and all these people also will go to their place in peace." So Moses listened to his father-in-law and did all that he had said. Moses chose able men out of all Israel and made them heads over the people, leaders of thousands, of hundreds, of fifties and of tens. They judged the people at all times; the difficult dispute they would bring to Moses, but every minor dispute they themselves would judge.
