Because the knowledge of God may be seen in them, God having made it clear to them.
For, the unseen things of him, from a world's creation, by the things made, being perceived, are clearly seen, even his eternal power and divinity, - to the end they should be without excuse;
As they did not seek the favour of God, by worshipping him, God gave them over to a depraved sense, to act unworthy of human nature;
So, whoever you are, you people do not have any excuse for judging people [Note: At this point Paul begins addressing the Jews. See verse 17]. For in a matter where you judge someone else [to be wrong] you [actually] condemn yourselves, because you are practicing the same things [you condemn them for doing].
Do you think so lightly of his wealth of kindness, forbearance, and patience, and fail to see that God's kindness ought to induce you to repent?
Who will render to every one according to his works: To them that by patient continuance in well-doing seek for glory,
eternal life
Because the work of the law is seen in their hearts, their sense of right and wrong giving witness to it, while their minds are at one time judging them and at another giving them approval;
For God's name is being spoken against among the Gentiles because of your behavior, just as it is written. [See Isa. 52:5].
The true Jew is not one who is only so publicly, and circumcision is not that which may be seen in the flesh:
In no way: but let God be true, though every man is seen to be untrue; as it is said in the Writings, That your words may be seen to be true, and you may be seen to be right when you are judged.
But if, because I am untrue, God being seen to be true gets more glory, why am I to be judged as a sinner?
Now we [all] know that everything the law says applies to those who are under [obligation to obey] that law, [Note: Here "the law" appears to refer to the Old Testament Scriptures generally, since Psalms and Isaiah are quoted. See verses 10-18]. This is so that the mouth of every objector may be stopped [i.e., from making excuses for his sin], and thereby bring the entire world under God's judgment [i.e., both Jews and Gentiles].
This is because no human being can be considered right with God by [obeying] the requirements of a law. [Note: It is difficult to determine the exact sense in which "law" is used in these verses. It may be law generally, or the law of Moses specifically. See Bruce, pages 52-58]. For the knowledge of what sin is comes from the law of Moses.
For we conclude that a person is made right with God by faith [in Christ], apart from [obedience to] the requirements of a law [or, the law of Moses, See verse 20].
For, not through means of law, doth the promise belong unto Abraham or unto his seed, - that he should be heir of thee world; but, through a righteousness by faith.
For this cause, it is by faith, in order that it may be by way of favour, so that the promise is firm unto all the seed, - not unto that by the law only, but unto that also which is such by the faith of Abraham; who is father of us all, -
Who, past hope, upon hope believed, so that he became father of many nations, - according to what had been said - So shall be thy seed; -
Therefore, just as sin came into the world through [the action of] one man [i.e., Adam] and [physical] death through that sin, so [physical] death has spread to all people, because all people have sinned. [Note: This difficult passage (verses 12-21) seems to be saying that the entire human race must experience physical death because of Adam's sin (I Cor. 5:22), which is somehow considered to be everyone's sin. See Murray, pp. 180-187, for a thorough discussion].
Even so see yourselves as dead to sin, but living to God in Christ Jesus.
And do not offer the parts of your bodies [i.e., hands, eyes, etc. See Matt. 5:29-30] as tools for [accomplishing] evil purposes; but [instead] offer yourselves to God, as [people who are] alive from the dead [i.e., no longer under the power of sin] and the parts of your bodies as tools for [accomplishing] righteous purposes for God.
But now that we have died to what controlled us and have been released from [the requirements of] the law of Moses [i.e., under the Gospel age], we serve [God] in a new way [directed] by the Holy Spirit [Note: Some take "Spirit" here to be "spirit" and see it as describing the inner person], and not in the old way [directed] by the written law of Moses.
Was then that which is good, death to me? In no way. But the purpose was that sin might be seen to be sin by working death to me through that which is good; so that through the orders of the law sin might seem much more evil.
For I do not [really] understand what I am doing; I practice what I do not want to and I hate what I do. [Note: This highly controversial section (verses 14b-25) is here viewed as the struggles of the apostle Paul after his conversion, and by extension, of all Christians. See Bruce, pages 150ff; Murray, pages 255ff; Lard, pages 236ff].
So I see a law that, though I have a mind to do good, evil is present in me.
But I see another law in my members, warring against the law of my mind, and bringing me into captivity to the law of sin which is in my members.
For those who are living according to the flesh set their minds on the things of the flesh [which gratify the body], but those who are living according to the Spirit, [set their minds on] the things of the Spirit [His will and purpose].
And if Christ lives in your hearts, even though the body is [doomed to] death because of [Adam's ?] sin; yet the spirit is [destined to] live [forever] because of being [made] right with God. [Note: Some take "spirit" here to be "Spirit" and make it "The Holy Spirit gives you life." See next verse].
And if we are [His] children, then we have an inheritance from God [i.e., blessings here and hereafter] and are fellow-sharers with Christ [of such blessings], providing we [are willing to] suffer with Him, so we can also be honored with Him [i.e., in the future life. See verses 18-25].
I am of the opinion that there is no comparison between the pain of this present time and the glory which we will see in the future.
For all creation, gazing eagerly as if with outstretched neck, is waiting and longing to see the manifestation of the sons of God.
But God subjected the created world to aimless frustration [i.e., after the fall. See Gen. 3:17-18] --- it did not happen by its own choice. Yet there was hope
For we are saved by hope: but hope that is seen is not hope: for what a man seeth, why doth he yet hope for?
But if we hope for that we see not, then do we with patience wait for it.
For [that class of] persons whom God knew beforehand He also predetermined to become conformed to the [spiritual] likeness of His Son, so that He could be the firstborn One among [His] many brothers [i.e., so He could be the preeminent example to all His followers. See Heb. 2:11].
And [that class of] persons whom God [so] predetermined, He also called [through the Gospel. See II Thess. 2:14]. And those He called, He also made right with Himself. And those He made right with Himself, He also [determined to be] honored [i.e., in the future life].
Neither, because they are seed of Abraham, are all children, - but, In Isaac, shall there be called unto thee a seed.
That is - not the children of the flesh, the same are children of God; but, the children of the promise, are reckoned as a seed.
You see, it is not a question of human will or effort but of the divine mercy.
For the holy Writings say to Pharaoh, For this same purpose did I put you on high, so that I might make my power seen in you, and that there might be knowledge of my name through all the earth.
What if God, desiring to let his wrath and his power be seen, for a long time put up with the vessels of wrath which were ready for destruction:
And, even as Isaiah hath before said, - If, the Lord of hosts, had not left us a seed, as Sodom, had we become, and, as Gomorrha, had we been made like.
What, then, shall we say? That the Gentiles, who did not seek after justification, have obtained justification, even the justification which is by faith:
Why? Because they did not [attempt to do it] by faith [in Him], but by trying to fulfill all the requirements [of the law]. So, they stumbled over "the stumbling stone," [i.e., the Jews refused to become obedient to Christ. See I Pet. 2:6-8].
as the Scripture says: "See, I put on Zion a stone for causing people to stumble, a rock to trip them on, but no one who puts his faith in it will ever be put to shame."
Brothers, my heart's desire and [fervent] request to God is for the salvation of my fellow-Jews. [See 9:3-4].
(You see, faith must come from what is heard, and what is heard comes from word of Christ.)
And Isaiah is very bold and says, "I was found by those who did not seek me; I became known to those who did not ask for me."
I say, then - Hath God cast off his people? Far be it! For, I also, am an Israelite, - of the seed of Abraham, of the tribe of Benjamin:
Lord, they have killed thy prophets, and digged down thine altars; and I am left alone, and they seek my life.
What then? What Israel doth seek after, this it did not obtain, and the chosen did obtain, and the rest were hardened,
Even as it is written - God hath given unto them a spirit of stupor, - eyes not to see, and ears not to hear, - until this very day;
Darkened be their eyes, not to see, and, their back, do thou continually bow down.
So I say, have they stumbled so as to fall [to spiritual ruin]? Certainly not! But by their transgression [their rejection of the Messiah] salvation has come to the Gentiles, to make Israel jealous [when they realize what they have forfeited].
Yes, I now am speaking to you who are a part of the heathen peoples. As I am an apostle to the heathen peoples, I am making the most of my ministry to them, to see
See, then, the kindness and the severity of God: upon them who have fallen, severity, - but, upon thee, the kindness of God, if thou abide still in the kindness, - otherwise, thou also, shalt he cut out;
And they shall see the fulfillment of my Covenant, when I have taken away their sins.'
Stop returning evil for evil to anyone. Always see to it that your affairs are right in the sight of everybody.
Do not seek revenge yourselves, beloved, but give place to God's wrath. For it is written, "Vengeance belongs to me; I will repay, says the Lord."
If you love your neighbor, you will not do anything wrong to him. So, to love people is the way to fulfill [the requirements of] the law [See Matt. 22:39].
See then that the time has come for you to be awake from sleep: for now is your salvation nearer than when you first had faith.
This man putteth difference between day and day: another man counteth all days alike. See that no man waver in his own meaning.
So we see that every one of us will give account of himself to God.
Therefore, let us seek those things which belong to peace, and those which tend to mutual edification.

And I did not use persuasive words of [human] wisdom in my message and preaching, but they were [accompanied by] a demonstration of the Holy Spirit and power [from God]. [Note: This "demonstration" could have included the evidence of miraculous spiritual gifts which Paul utilized while there in Corinth. See 14:18].
But, even as it is written - The things which eye hath not seen, and ear hath not heard, and upon the heart of man have not come up, - whatsoever things God hath prepared for them that love him,
But God has revealed [to us] these things [i.e., His divine wisdom. See verses 7-8] through the Holy Spirit. For the Holy Spirit searches everything, even the deep things of God.
But we [apostles] did not receive the spirit of the world [i.e., human wisdom. See verse 6], but the Holy Spirit from God, so that we could understand what was freely given to us from God [i.e., the gift of inspiration. See verses 9-10].
For the natural man is not able to take in the things of the Spirit of God: for they seem foolish to him, and he is not able to have knowledge of them, because such knowledge comes only through the Spirit.
But the spiritual man is alive to all true values, but his own true value no unspiritual man can see.
[Isa. 40:13 says], "For who knows [what is in] the Lord's mind? And who is capable of instructing Him? But we have the mind of Christ. [Note: The "we" may refer to the apostles, who had the gift of inspiration (See verse 12), or to all Christians who have spiritual discernment].
For I fed you with milk, not with solid food [i.e., with basic fundamentals instead of more advanced teaching. See Heb. 5:12-13] because you were not able to absorb it,
I planted, Apollos watered, but God made the seed grow.
So neither is he who planted anything, nor he who watered, but God alone, who is making the seed grow.
According to the favour of God which hath been given unto me, as a wise master-builder, I laid a foundation, whereas, another, is building thereon; but, let each one, see, how he buildeth thereon;
each builder's work will be plainly seen, for the Day will make it clear, because it will be revealed by fire. And the fire will test what kind of work each has done.
Do you not see that you are God's holy house, and that the Spirit of God has his place in you?
Let no one deceive himself; if any one doth seem to be wise among you in this age -- let him become a fool, that he may become wise,
And it says again-'The Lord sees how fruitless are the deliberations of the wise.'
My brothers, it is because of you that I have taken Apollos and myself as examples of these things, so that in us you might see that it is not wise to go farther than what is in the holy Writings, so that no one of you may be lifted up against his brother.
For who sees anything special in you? And what have you got that you have not been given? But if it has been given you, why do you boast as though it had not been?
For I think that God has displayed us apostles last in line, as men doomed to die. [Note: The picture here is that of gladiators in the arena]. We are being stared at [i.e., as performers on a theater stage] for the whole world to see, both angels and people.
